Objectives

The primary objective of this tender is to appoint a qualified and experienced service provider to deliver crowd management training for Cape Agulhas Municipality. The training aims to equip learners with the necessary skills and knowledge to manage crowds effectively, ensuring compliance with legal standards and human rights considerations.

Scope

The scope of work includes:

• Conducting assessments, moderation, verification, and certification of learners.
• Providing skilled facilitators to deliver training at municipal venues, tailored to different learner levels and needs.
• Assisting with coordination and monitoring of the training program, including monthly reports on learner progress and attendance.
• Providing comprehensive training materials, stationary, and venue arrangements.
• Ensuring training covers theoretical and practical aspects of crowd control, including tactical options, legal compliance, and operational readiness.
• Facilitating training in all three official languages: Xhosa, English, and Afrikaans.
• Providing certificates of attendance and competence, and registering learners on the National Learner Record Database (NLRD) where applicable.

Technical Requirements

The technical requirements for the service provider include:

• Provision of proof of accreditation with relevant bodies such as SETA or other assurance institutions.
• Demonstration of experience with at least four contactable references.
• Conducting assessments, moderation, and certification aligned with national standards.
• Providing all learning materials, stationary, and venue facilities.
• Ensuring training content includes crowd psychology, conflict resolution, use of force protocols, legal rights, emergency procedures, and operational planning.
• Adherence to legal compliance, including operating under relevant legislation such as the Regulation of Gatherings Act and Police Service Act.
• Accreditation by SASSETA for riot and crowd control courses.
• Provision of insurance, including professional indemnity coverage.
• Delivery of training over a specified number of days, with a focus on practical and theoretical components.

Skills Requirements

The skills required from the service provider and facilitators include:

• Expertise in crowd psychology and public order management.
• Training in conflict resolution and use of force protocols.
• Legal knowledge regarding protesters' rights and crowd management legislation.
• Operational skills for crowd control, including pre-planning, briefing, and operational coordination.
• Ability to deliver training in multiple languages (Xhosa, English, Afrikaans).
• Experience in assessment, moderation, and certification processes.
• Capacity to customize training content to meet municipal core functions and learner levels.
• Strong facilitation, reporting, and monitoring skills to ensure effective training delivery and learner competency.
