Objectives

The primary objective of this tender is to engage a service provider capable of delivering GRAP 104 compliance services related to debtors and impairment. Additionally, the service provider will support the municipality with the 2025/2026 Annual Financial Statements (AFS) audit, ensuring adherence to relevant accounting standards and improving financial reporting accuracy.

Scope

The scope of work includes:

• Providing compliance services related to GRAP 104 concerning debtors and impairment.
• Supporting the municipality with the 2025/2026 AFS audit.
• Ensuring all work aligns with applicable standards, legislation, and municipal requirements.

Technical Requirements

The technical requirements encompass:

• Expertise in GRAP 104 standards and impairment of debtors.
• Development and implementation of models for Expected Credit Loss (ECL).
• Provision of documented proof of ECL model licensing or authorized distributor certificates.
• Demonstrated experience in financial compliance and audit support.
• Provision of qualified key personnel, including a CA (SA) Project Manager with at least five years of experience and a Project Accountant with a minimum of three years of experience.
• Submission of relevant references, CVs, and certifications for key personnel.
• Adherence to safety legislation and municipal policies during service delivery.

Skills Requirements

The skills required for the successful bidder include:

• Extensive knowledge of GRAP 104 and impairment of financial assets.
• Proficiency in developing and applying ECL models.
• Strong project management skills, including experience in financial reporting and audit support.
• Ability to provide technical documentation and evidence of model licensing or authorized distribution.
• Effective communication skills to liaise with municipal officials and auditors.
• Capability to meet deadlines and deliver quality work in accordance with municipal standards and legislation.
