Objectives

The primary objective of this tender is to procure the hiring of a landfill compactor and excavator with operators for the Steenbok landfill site. The service aims to support landfill operations by providing suitable machinery, qualified operators, and all operational support including maintenance, repairs, diesel supply, mobilisation, and demobilisation for a period of 30 days.

Scope

The scope includes:

• Provision of one landfill compactor and one excavator suitable for municipal solid waste management and earthmoving operations.
• Deployment of competent operators for both machines.
• Operational support such as daily diesel supply, maintenance, servicing, repairs, and replacement plant in case of extended breakdowns.
• Machine operation throughout the 30-day contract period at the Steenbok Landfill Site, including waste spreading, compaction, shaping, cover material handling, and site access maintenance.
• Compliance with safety, environmental, and operational standards as specified in the tender documentation.

Technical Requirements

The technical specifications for the hired equipment are as follows:

Landfill Compactor

• Suitable for municipal solid waste compaction with compaction wheels capable of operating on uneven terrain.
• Fully operational safety features: reverse alarm, lights, hooter, mirrors, enclosed operator cabin, seatbelt.
• Good mechanical condition, roadworthy, free from major leaks.

Excavator

• Suitable for waste handling, shaping, cover material movement, and site maintenance.
• Fitted with a functional bucket for landfill operations.
• Fully operational safety features similar to the compactor.
• Capable of safe operation on uneven terrain, free from major leaks.

Both machines must be available for daily operations, in good mechanical condition, and capable of performing the specified tasks throughout the contract period.

Skills Requirements

• Operators must be competent, experienced, and possess proven skills in operating similar heavy plant machinery.
• Operators must comply with all safety and occupational health requirements, including wearing PPE.
• Operators must be able to operate safely on landfill terrain and adhere to site instructions and safety protocols.
• The service provider must provide valid plant inspection checklists, operator competency records, and proof of PPE prior to commencement.
• Operators must maintain daily operational logs and report to the municipal representative.
