Objectives

The primary objective of this tender is to procure quotations from qualified service providers for the supply and installation of cameras at the Overberg District Municipality’s Bredasdorp and Caledon depots. The aim is to enhance security and surveillance capabilities through weatherproof cameras, network infrastructure, and recording systems that meet specified technical standards.

Scope

The scope of work includes:

• Provision of weatherproof medium-range cameras with infrared capability and PoE support, capable of capturing footage up to 30 meters.
• Installation of cameras at designated locations, including fuel pumps, with footage transmitted via wireless links to the NVR.
• Supply of a 24-channel (or better) NVR with expandable hard drives to store footage for up to 3 months, with automatic erasure of older footage.
• Configuration of cameras to record only on motion detection, with pre-recording of 5 seconds before motion and stopping 5 seconds after.
• Provision of proof of PSIRA registration and valid CIDB registration with a minimum 1EB grading.
• Installation of necessary cabling, switches, and network infrastructure to support the camera system.

Technical Requirements

The technical specifications include:

• Camera Model: Dahua Dome 5MP 2.8 MM Lens 30M IR POE TIOC or similar.
• Video Codec: H.265.
• Capture Distance: Up to 30 meters with infrared capability.
• NVR: 24 channel or higher, with expandable storage capacity for 3 months of footage.
• Wireless Network: Point-to-point wireless link for cameras at fuel pumps.
• Recording: Motion-activated, with pre-recording of 5 seconds and post-recording of 5 seconds.
• Proof of registration: Valid CIDB (minimum 1EB grading) and PSIRA registration.

Skills Requirements

The bidder must demonstrate:

• Relevant experience in the installation and provisioning of security camera systems, supported by proof of previous projects.
• Valid PSIRA registration documentation.
• Proof of CIDB registration with at least a 1EB grading.
• Ability to supply, install, configure, and commission weatherproof cameras and associated network infrastructure.
• Capability to provide ongoing support, maintenance, and downloadable footage management.
• Compliance with technical specifications and standards as outlined in the scope of work.
