Objectives

The primary objective of this tender is to procure services for the annual maintenance, validation, recertification, and repairs of the high containment facility (BSL3) at NICD Sandringham for a period of three years. The service aims to ensure the facility remains compliant with safety standards, functions optimally, and maintains its certification status through scheduled annual servicing and validation activities.

Scope

The scope encompasses:

• Annual service and validation of various containment systems including Class II A2, Class III pass-through chambers, BIBO (Bag-In-Bag-Out) systems, and associated ventilation and exhaust systems.
• Recertification of the high containment facility for three consecutive years.
• Repair and maintenance services, including call-out repairs, calibration, and validation of safety cabinets and environmental systems.
• Supply, installation, and replacement of filters, duct connectors, HEPA filters, and other essential components.
• Preventative maintenance of critical infrastructure such as UPS units, hydronic chillers, air handling units, exhaust fans, and pressure gauges.
• Provision of detailed reports and documentation as per OME standards.

Technical Requirements

The technical requirements include:

• Rebalancing of airflow systems and measurement verification.
• Validation and certification of Class II A2 and Class III containment chambers.
• Validation and servicing of BIBO systems and HEPA filters.
• Maintenance and calibration of environmental monitoring instruments such as Magnehelic gauges, thermometers, pressure gauges, and portable detectors.
• Servicing of HVAC components including supply air handling units, exhaust fans, and hydronic chillers.
• Replacement of filters, duct connectors, and installation of pressure gauges and valves.
• Provision of detailed reports and validation certificates for all systems.
• Adherence to safety standards and manufacturer specifications for validation and calibration processes.

Skills Requirements

The successful bidder must demonstrate:

• Qualified personnel with external training certificates in accordance with NSF/ANSI 49 and EN12469:2000 standards.
• Experience in servicing, maintenance, calibration, and validation of biological safety cabinets and containment systems.
• Competent staff with proven expertise in HVAC systems, HEPA filter replacement, and airflow balancing.
• Ability to produce calibration logs, validation certificates, and detailed technical reports.
• Capability to undertake repairs and troubleshooting on complex containment infrastructure.
• Provision of a minimum of two competent staff members with relevant training records and certificates to undertake the work.
