Objectives

The primary objective of this tender is to select a reputable enterprise to provide an environmentally friendly annual waste management solution, specifically focusing on food and organic waste diversion from landfills. The solution aims to reduce negative environmental impacts by processing waste onsite into safe, rich organic compost, thereby supporting sustainable waste management practices aligned with South African environmental standards.

Scope

The scope of the supply and services includes:

• Provision of an onsite processing facility (vessel or container) for food and organic waste.
• The vessel/container must initiate composting, reduce pathogens, and recycle waste into compost.
• The vessel/container must be enclosed to minimize odours and pests, weather-resistant, and include maintenance in the rental fee.
• Dimensions: approximately 6.5 m³ capacity, handling up to 4500 kg of organic waste.
• Pricing and contractual arrangements as per the official schedule, including initial training and uplift costs.

Technical Requirements

The proposed waste management solution must meet the following specifications:

• Be an onsite processing vessel or container provided by the service provider.
• Initiate composting of food and organic waste, reducing pathogens and waste volume.
• Enclosed design to control odours, pests, and withstand weather conditions.
• Include all normal repairs and maintenance within the monthly rental fee.
• Capacity: approximately 6.5 meters cubed, handling 4500 kg of organic waste.

Skills and Mandatory Requirements

Applicants must demonstrate compliance with the following mandatory requirements:

• Provide three (3) positive references from clients for similar food and organic waste services, with reference letters attached.
• Documentation of permit number of registered composter.
• Submit a full catalogue of the proposed solution, including electrical specifications, filtration process, and maintenance plan.
• Enter into a contractual agreement with the Durban ICC, drafted by the ICC on its terms.
• Complete all required forms, including declarations of interest, municipal fee status, and compliance with relevant legislation.
• Provide proof of registration on the CSD database and EThekwini Vendor Portal.
• Submit valid tax clearance or Tax Compliance Status PIN.
• Comply with the Protection of Personal Information (POPI) Act regulations.
• Meet occupational health and safety requirements, including submission of a health and safety plan.
• Adhere to supply chain management practices, avoiding collusive or corrupt conduct, with appropriate declarations completed.
