Tender Summary: Supply and Installation of Air Conditioners

Objectives

The primary objective is to procure and professionally install four (4) air conditioning units across designated municipal facilities to ensure optimal thermal comfort, staff productivity, and equipment protection in critical administrative and technical spaces.

Scope of Work

The successful bidder will be responsible for the complete supply, delivery, installation, testing, and commissioning of four (4) air conditioners. Units must be delivered to the municipality’s Supply Chain Management Unit reception tender box. Installation locations are specified as one server room, the EDP Director’s office, the Technical Director’s office, and the Thusong Office. Upon contract award, the supplier must execute a written contract form (MBD7). Quotations must reflect fixed pricing; any post-submission price alterations require explicit countersignature by the bidder to remain valid. Late or incomplete submissions will be automatically disqualified.

Technical Requirements

• Capacity & Quantity: Four (4) air conditioners, each rated at 24,000 BTU.
• Installation Standards: Compliance with national electrical safety regulations, HVAC industry best practices, and municipal building codes.
• Documentation: Fully completed and signed quotation, proof of business address (lease/rental agreement or affidavit with proof of residence), and all mandatory municipal bidding templates.
• Delivery & Timeline: Strict adherence to the stipulated closing date and time. Lead time and delivery period must be clearly stated in the quotation.

Skills and Qualification Requirements

• Construction Certification: Valid CIDB registration with a minimum grade of 1ME.
• Tax & Supplier Compliance: Active registration on the Central Supplier Database (CSD) with a report issued within the last three months, plus a valid Tax Compliance Status (TCS) PIN or printed certificate.
• Enterprise Development: B-BBEE verification certificate or sworn affidavit confirming current status level.
• Legal Declarations: Completed and signed MBD 4 (Declaration of Interest), MBD 8 (Past Supply Chain Management Practices), and MBD 9 (Certificate of Independent Bid Determination).
• Preference Claims: Submission of the Preferential Procurement Points Claim Form with documentary proof for applicable socio-economic goals.

• CIDB Grade 1ME: A Construction Industry Development Board classification for Mechanical Engineering contractors. Grade 1 is the foundational tier, permitting participation in low-value construction and installation contracts.
