Tender Summary: Electrical Repairs to Main Building

Objectives

The primary objective is to appoint a qualified electrical service provider to execute repairs, maintenance, and upgrades at the municipal main building. The contract aims to restore full electrical functionality, ensure strict adherence to national safety and construction standards, deliver high-quality workmanship, and comply with municipal supply chain management and preferential procurement policies.

Scope of Work

• Site establishment and setting out where required.
• Supply of all necessary electrical materials, including bulbs, light covers, ballasts, and plugs.
• Repair and replacement of faulty lighting fixtures, switches, and electrical outlets.
• Relocation and proper casing of all electrical cables currently lying exposed on floors into appropriate tracking or conduits.
• Comprehensive testing and commissioning of repaired systems.
• All works must be performed outside standard municipal operating hours, primarily on weekends, to ensure uninterrupted public service delivery.

Technical Requirements

• Strict compliance with SANS 2001 construction standards, Occupational Health and Safety specifications, JBCC General Conditions of Contract, and ASAQS Preliminaries.
• Submission of a detailed works execution methodology for supervisor approval prior to commencement.
• Mandatory provision of a Certificate of Compliance (COC) and test results for all electrical works.
• Use exclusively of SANS-approved materials; specialist subcontractors may be used for specialized tasks.
• Notification to the Works Supervisor within two working days for inspection and testing before concealing any work.
• Payment structured as a one-off lump sum upon completion or progressively upon written request and supervisor sign-off.
• A twelve-month defects liability period applies to all electrical and mechanical works.
• Bidders must hold a minimum CIDB grading of 1EB or higher.

Skills & Qualifications Requirements

• Valid wireman’s license and recognized electrician qualification.
• Proven track record demonstrated through signed positive completion certificates for similar electrical projects completed within the past five years.
• Certified Curriculum Vitae(s) of key personnel, including relevant diplomas or N6 certificates and proof of practical experience.
• Demonstrated availability of resources, including access to accredited electrical component suppliers.
• Ability to develop a clear, detailed project methodology and commit to realistic turnaround times.
• Administrative compliance, including a valid Tax Compliance PIN/CSD number, completed MBD declaration forms, and B-BBEE status verification.

Notes on Special Terms

• MBD Forms: Standard municipal bidding documents (MBD 4, 8, and 9) used to declare conflicts of interest, verify past supply chain practices, and certify independent bid determination to prevent collusion.
• 80/20 Preference System: An evaluation model where eighty percent of scoring is based on price competitiveness, and twenty percent is allocated to specific municipal goals, such as local business presence or residency.
• CIDB 1EB Grading: A Construction Industry Development Board classification indicating capability to execute low-value construction and maintenance contracts (typically up to one million rand).
• Certificate of Compliance (COC): A legally required document confirming that electrical installations meet national safety standards and are safe for use.
• Weekend-Only Execution: A strict operational constraint requiring all works to be completed outside normal business hours to avoid disrupting municipal operations, necessitating flexible scheduling and overtime planning.
