Objectives

The primary objective of this tender is to refurbish and erect the Transnet boundary fence with cattle guard fencing at Salkor (Saldanha Depot), specifically from Loop 5 to Loop 10. The project aims to enhance security, safety, and operational integrity along the specified railway boundary, ensuring minimal disruption to existing operations while maintaining high standards of quality and safety.

Scope

The scope of work includes:

• Refurbishment and erection of new boundary fencing along the railway boundary between Loop 5 and Loop 10 at Salkor.
• Installation of cattle guard fencing at designated locations.
• Preparation of the site, including clearing, excavation, and ensuring proper foundations.
• Provision of all materials, equipment, and labor necessary for the completion of the fencing works.
• Coordination with existing infrastructure, utilities, and safety protocols.
• Ensuring minimal interference with railway operations and adherence to safety standards.

Technical Requirements

The technical requirements specify:

• Installation of 8-wire fencing with dimensions and specifications as per Transnet standards.
• Fencing to be approximately 2.00 m, 2.50 m, and 1.50 m in height at designated sections.
• Use of galvanised wire and posts, with appropriate spacing and anchoring.
• Installation of cattle guards at specified points, compliant with safety and operational standards.
• Site preparation, including clearing vegetation, excavation, and proper drainage.
• Compliance with safety, environmental, and quality management standards, including health and safety specifications.
• Adherence to relevant standards such as NEC3 Term Services Contract, CIDB Standard Conditions, and Transnet specifications.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in fencing construction, particularly railway boundary fencing and cattle guard installation.
• Technical competence in civil works, including excavation, foundation work, and fencing installation.
• Qualified personnel with relevant certifications, including site supervisors, safety officers, and technical specialists.
• Knowledge of safety regulations, environmental management, and quality assurance procedures.
• Ability to coordinate with railway operations and adhere to safety protocols during construction.
• Capacity to manage project timelines, resources, and compliance documentation effectively.
