Objectives

The primary objective is to procure a qualified contractor to safely demolish existing floor finishes and install new, clinically compliant flooring systems in designated high-traffic areas at St Margaret’s Community Health Centre. The project aims to restore facility hygiene standards, improve patient and staff safety through slip-resistant surfaces, and ensure durable, long-lasting installations within a strict timeframe.

Scope of Work

The contract covers two specific zones: the Hast Waiting Area and the Emergency Block. The scope includes:

• Complete removal of existing ceramic floor tiles and vinyl sheeting.
• Clearance of all adhesive residues, mortar beds, and loose substrates.
• Preparation of the base floor to ensure it is clean, level, dry, and defect-free.
• Supply and installation of new ceramic tiles, commercial vinyl sheeting, and matching wall skirtings.
• Off-site disposal of all construction debris in compliance with local environmental regulations.
• Final site cleaning, waste removal, and handover of fully operational flooring.

All works must be completed within one month of the official order date.

Technical Requirements

Flooring installations must adhere to strict clinical and safety specifications:

• Ceramic Tiles: Grade A quality, 600mm x 600mm dimensions, with certified non-slip surfaces suitable for high-traffic medical environments. Installation must use approved adhesives, ensure precise alignment, level grading, and colour-matched grouting.
• Vinyl Sheeting: Commercial-grade, durable, wear-resistant, and slip-resistant. Colour must be blue (subject to client approval). Joints must be seamlessly sealed, and skirtings must be used to align adhesive and grout lines with the floor tiles.
• Skirtings: 100mm height, crafted from matching ceramic tiles or purpose-made alternatives approved by the client. Corners must feature neat mitred joints with a uniform finish.
• Warranty: Valid manufacturer warranties covering both material defects and workmanship must be provided.
• Samples: A reference sample is available at the facility. Shortlisted bidders may be required to submit physical samples for final approval.

Skills and Qualification Requirements

Bidders must demonstrate verified expertise in institutional flooring projects. Mandatory qualifications include:

• Proof of at least one successfully completed similar project, supported by a completion certificate.
• Formal verification of qualification as a certified flooring installer.
• Valid CIPC business registration documents.
• B-BBEE status verification certificate or sworn affidavit (for EMEs/QSEs).
• A valid MAAA provincial health contractor registration number.
• SARS tax clearance validation and active Central Supplier Database (CSD) registration.
• Attendance at the compulsory site briefing to assess operational constraints and site conditions.

All pricing must be fixed, inclusive of labour, transport, materials, overheads, profit, and applicable VAT. No additional claims for unforeseen costs will be entertained.

Notable Terms and Conditions

The procurement utilises an 80/20 preference point system, allocating 80 points to price competitiveness and 20 points to specific economic goals, primarily favouring enterprises manufacturing or producing within KwaZulu-Natal. The tender explicitly prohibits cover-quoting, where related entities submit competing bids; violation results in immediate disqualification and potential public sector trading restrictions. Additionally, while standard renovation contracts rarely require physical samples, this process mandates that the top three scoring bidders submit material samples for final approval before contract award. Failure to comply with any administrative stage or specification requirement renders the quotation non-responsive.
