Objectives

The primary objective is to execute a comprehensive renovation of the auditorium at the National Health Laboratory Service (NHLS) Braamfontein facility. The project aims to modernize the space through demolition, structural repairs, finishes, and installation of updated plumbing, electrical, and partitioning systems while maintaining full operational continuity of the adjacent hospital and laboratory environments.

Scope of Work

The scope encompasses extensive demolition and stripping of existing interior elements, including timber cladding, ceilings, ventilation components, seating, flooring, wall coverings, and steel windows. Subsequent works involve surface preparation, crack repair, and comprehensive painting of walls, ceilings, timber, and metal surfaces. New installations include powder-coated aluminium framed glass windows, ironmongery, plumbing fixtures (basins, sinks, geysers, toilets, urinals, emergency showers, and hydroboils), electrical upgrades (power skirting, sockets, distribution boards, dedicated circuits), door hanging, tiling, carpeting, suspended ceilings, and drywall partitioning. All works must be executed in phases, coordinated with hospital management, and scheduled outside standard hours or on weekends to prevent disruption to live medical and laboratory operations. Strict vibration controls are mandated near sensitive electronic equipment and operating theatres.

Technical Requirements

Bidders must hold a Construction Industry Development Board (CIDB) grading of 1GB or higher. Mandatory documentation includes a valid Tax Clearance Certificate/PIN, Central Supplier Database (CSD) registration, COIDA letter of good standing, and B-BBEE verification or sworn affidavit. All materials must comply with South African National Standards (SANS), specifically SANS10142 for electrical installations, and require SABS approval where specified. Pricing must be all-inclusive, fixed for the contract duration, and exclude VAT separately. The contract enforces a 12-month guarantee and maintenance period, a 3-month retention clause (5% of contract value), and daily penalty deductions of 1% for delayed completion. No contract price adjustments or foreign exchange fluctuations are permitted.

Skills Requirements

Contractors must demonstrate proven capacity through verifiable references (minimum three projects valued at R200,000 or more, completed within the last five years). Key personnel requirements include:

• A Project Manager with NQF Level 6 qualifications and at least five years’ experience in building renovations.
• A Health and Safety Officer with five years’ experience.
• Skilled artisans (electricians, plumbers, carpenters/joiners) each holding valid trade test certificates and a minimum of three years’ relevant experience.

Bidders must submit detailed CVs, qualification certificates, methodology statements, quality assurance plans, and draft work schedules. Additionally, contractors must disclose all current and past NHLS contracts; having three or more incomplete NHLS projects will result in disqualification.

Notable Terms & Conditions

80/20 Preference Point System: Evaluation weights price at 80% and specific socio-economic goals (primarily B-BBEE status) at 20%.

Two-Envelope Submission: Administrative and technical compliance documents must be submitted separately from financial quotations.

Fixed Pricing & No Adjustments: All rates remain binding for the contract duration, eliminating escalation claims for material or currency fluctuations.

Operational Site Constraints: Work must not interfere with active surgical suites or sensitive lab equipment, requiring written management approval for any structural or service modifications and strict adherence to phased, off-hours scheduling.

Retention & Guarantee: 5% of the contract value is retained for three months post-completion, alongside a 12-month defects liability period protecting the client against faulty workmanship or materials.

Joint Venture Scoring: Consortiums must provide signed agreements detailing ownership percentages, with B-BBEE preference points calculated proportionally based on consolidated verification documents.
