Objectives

The primary objective of this tender is to procure services for the repair and maintenance of low voltage electrical installations at various institutions under the Department of Public Works (DPW), including SAPS stations, training centers, departments of justice, home affairs, and labour, for a period of 6 months.

Scope

The scope encompasses:

• Servicing and maintenance of existing low voltage electrical systems and substations.
• Replacement and repair of electrical components, cables, switchgear, lighting fittings, and accessories.
• Installation of new electrical parts where necessary, matching existing specifications.
• Provision of emergency and scheduled repairs, including fault rectification and system upgrades.
• Preparation and submission of operating & maintenance (O&M) documents.
• Removal and disposal of redundant materials and waste.
• Compliance with safety, health, and environmental regulations.
• Adherence to specified response times for repairs and maintenance.

Technical Requirements

The technical scope includes:

• Servicing of low voltage substations, switchgear, and distribution boards.
• Replacement of cables, conduits, trunkings, and accessories with materials of equal or better quality.
• Installation of new lighting fixtures, lamps, and control equipment as specified.
• Testing and certification of electrical systems post-repair.
• Compliance with relevant SANS standards, wiring regulations, and safety codes.
• Provision of detailed repair job cards, invoices, and operational documentation.
• Implementation of emergency repair procedures within stipulated response times.
• Adherence to environmental and waste management protocols.

Skills and Skills Requirements

The tenderer must demonstrate:

• Proven experience in electrical maintenance and repair of low voltage systems, preferably in institutional or government environments.
• Qualified electrical technicians with valid trade certificates and registration with relevant authorities.
• Capability to supply and install electrical components of specified standards and quality.
• Knowledge of safety, health, and environmental legislation related to electrical work.
• Ability to prepare comprehensive technical and operational documentation, including O&M manuals.
• Capacity to respond promptly to emergency repair requests within 4 hours and scheduled repairs within 48 hours.
• Experience in handling redundant materials, waste disposal, and environmental protocols.
• Demonstrated financial stability and capacity to undertake the scope of work.
• Compliance with CIDB grading requirements (minimum 1 EP or higher).
• Knowledge of the applicable legislation, standards, and safety regulations.

Summary

The successful tenderer must provide qualified personnel, demonstrate technical expertise, supply quality materials, and ensure timely, safe, and compliant electrical maintenance services across designated institutions for a period of six months.
