Objectives

The primary objective is to procure professional maintenance and replacement services for critical industrial pumping infrastructure owned by the Ugu District Municipality. The aim is to restore equipment functionality, ensure operational reliability, and comply with municipal supply chain management regulations through a transparent, competitively evaluated procurement process.

Scope of Work

The successful bidder will be contracted to repair and replace the housing and non-drive end bearing of one high-lift technology pump. The scope is limited to a single unit and requires adherence to manufacturer specifications for KSB or Sulzer branded pumps. Upon contract award, the contractor must deliver the completed repair/replacement within the timeframe stipulated in the purchase order. All work must comply with the General Conditions of Contract and any applicable special conditions outlined in the tender documentation.

Technical Requirements

• Equipment Specification: Work must be performed exclusively on a high-lift technology pump manufactured by or compatible with KSB or Sulzer.
• Documentation Standards: Bids must utilise official municipal forms without alteration or re-typing. All supporting certificates, affidavits, and compliance documents must be current and certified where required.
• Regulatory Compliance: Bidders must submit a valid Tax Compliance Status (TCS) PIN or CSD number, complete mandatory disclosure declarations (conflict of interest, past supply chain practices, independent bid determination), and prove entity registration.
• Submission Protocol: Quotations must be physically sealed, clearly labelled with reference REQ26827, and deposited in the designated municipal tender box before the closing deadline. Electronic, faxed, or late submissions will be automatically disqualified. Pricing must remain valid for 30 days post-closing.
• Evaluation Methodology: Awards will be determined using an 80/20 preferential scoring model, weighting 80 points on price competitiveness and 20 points on socio-economic transformation criteria.

Skills Requirements

Bidders must demonstrate verifiable expertise in industrial fluid handling equipment maintenance. Required competencies include:

• Advanced mechanical engineering skills specialised in high-pressure centrifugal pump systems.
• Hands-on experience servicing KSB or Sulzer pump models, including precision bearing replacement, housing refurbishment, and alignment/calibration procedures.
• Ability to interpret OEM technical manuals, apply torque and clearance tolerances accurately, and conduct post-repair performance testing.
• Project coordination capabilities to guarantee timely delivery and installation upon order confirmation.
