1. Objectives

The primary objective of this quotation is to procure a qualified contractor to replace the borehole pipe system and JoJo water tanks at the St Chads Community Health Centre (CHC) in Ladysmith, KwaZulu-Natal. The project aims to ensure a reliable and safe water supply to the facility by repairing and upgrading the existing water infrastructure. This includes replacing storage tanks, repairing underground piping, and improving the electrical control systems for the boreholes.

2. Scope of Work

The contract is a once-off project with a completion period of 2 weeks from the date of site handover. The work must be performed at the existing, fully operational facility. The specific tasks include:

• Replacing the existing JoJo tanks with two (2) new 5,000-litre capacity tanks.
• Re-installing existing float switches in the new tanks.
• Introducing a new float switch to control the second borehole.
• Repairing the second borehole by joining 32mm HDPE pipe.
• Installing bypass valves to link water directly to steel tanks using uPVC piping.
• Replacing the UV light filtration unit.
• Joining electrical cables where necessary, using appropriate junction boxes and covers.
• Supplying all necessary consumables (e.g., 90-degree bends, PVC glue).

Note: The contractor must provide a safety file before commencing work on site.

3. Technical Requirements

Bidders must comply with the detailed technical specification and schedule of rates provided in the tender document. Key technical requirements include:

• Materials: Supply and install specific items, including 5,000-litre JoJo tanks (Qty: 6), 32mm uPVC valves, 32mm HDPE couplers, 32mm HDPE pipe, 32mm uPVC pipe, a flow switch, and a UV light.
• Standards: All work must comply with the South African Bureau of Standards (SABS/SANS) codes, the KZNPA Standard Preambles, the Occupational Health and Safety Act (Act 85 of 1993), and the SABS Code of Practice for Wiring of Premises (SANS 0142-1).
• Quality: The quality standard for all work and materials is specified as "Good."
• Guarantee: A minimum 3-month guarantee is required for structural work and materials, and a 12-month guarantee for electrical and mechanical installations.

  • B-BBEE certificate or sworn affidavit (for EMEs/QSEs).

  • CIDB Grading of 1ME or above (Construction Industry Development Board grading for Mechanical Engineering).
• Stage 2: Capacity to Deliver: Bidders must provide a completion certificate for similar work done previously. A history of defaulting on orders may lead to disqualification.
• Stage 3: Specification Compliance: Bidders must confirm compliance with the attached specification document.
• Stage 4: Price & Preference Points: The 80/20 preference point system applies. Points are allocated as follows:
  • Price: 80 points.
  • Specific Goals: 20 points (for promoting enterprises manufacturing or producing in KwaZulu-Natal).

5. Important Administrative Terms

• Compulsory Site Meeting: A compulsory site briefing is scheduled for 24/08/2026 at 11:00 AM at St Chads CHC. Failure to attend will result in disqualification.
• Delivery: Delivery must be completed within 7 days of the order being issued.
• Validity Period: Quotations must remain valid for 90 days.
• Submission: Quotations must be submitted physically in the tender box at St Chads CHC. Emailed or faxed quotations will not be accepted.
