Tender Summary: Replacement of UPS System Batteries

Objectives

The primary objective is to ensure uninterrupted power supply and reliable backup capacity for critical systems housed in the VES Room at the Natalia Building. This is achieved by safely decommissioning degraded UPS batteries and installing new, compliant units to maintain operational continuity during grid power failures.

Scope of Work

The successful bidder will manage the end-to-end replacement process, including:

• Safely removing and environmentally disposing of existing damaged UPS batteries.
• Supplying, delivering, and installing new UPS system batteries (specifically Enertec MSF 12V 105AH units).
• Completing all installation, testing, and commissioning activities within one calendar day of official site handover.
• Submitting a comprehensive safety file and work program prior to commencement.
• Conducting post-installation inspections and commissioning tests, witnessed by Department of Health representatives.
• Maintaining a clean site and removing all waste materials upon completion.
• Providing a minimum six-month warranty covering materials, workmanship, and performance defects.

Technical Requirements

All works must strictly adhere to national and provincial standards, including the Occupational Health and Safety Act (Act 85/1993), the IUSS Health Facilities Guide, and relevant KwaZulu-Natal Department of Health structural installation policies. Key technical stipulations include:

• Use of new, unused, SABS-approved equipment conforming to the latest manufacturer specifications.
• Execution of all tasks in accordance with SABS codes of practice and manufacturer guidelines.
• Implementation of strict safety protocols due to the facility being fully operational and occupied.
• Submission of a detailed inspection and testing program prior to commissioning.
• Acceptance of a six-month guarantee period during which the contractor must promptly rectify any defects, malfunctions, or performance issues at their own cost.
• Compliance with preferential procurement regulations, requiring firm pricing valid for ninety days and full inclusion of transport, labour, and VAT in quoted rates.

Skills and Qualification Requirements

Bidders must demonstrate proven competence and regulatory compliance through:

• Valid CIDB registration grading of 1EB or higher (Electrical Engineering – Building).
• Certified Trade Test Certificate in Electrical engineering.
• Documented proof of prior experience with similar UPS battery replacement projects, evidenced by one award letter and corresponding completion certificate.
• Deployment of skilled, trade-tested artisans supervised by a competent project representative.
• Full administrative compliance, including active Central Suppliers Database (CSD) registration, SARS tax clearance, valid company registration documents, and completed mandatory disclosure and preference claim forms.

• VES Room: Refers to the designated utility/electrical infrastructure room housing the Uninterruptible Power Supply system. Access and work conditions are specific to this controlled environment.
