Objectives

The primary objective of this tender is to procure a qualified service provider to supply and deliver water treatment chemicals to uMgungundlovu District Municipality. The chemicals required include Sodium Hypochlorite and a Coagulant (Rheofloc 5113 XI or equivalent), to be delivered within 7 calendar days of receiving the purchase order, specifically to the Impendle Water Treatment Plant.

Scope

The scope of the tender encompasses:

• Provision of specified water treatment chemicals: 150 units of Sodium Hypochlorite and 150 units of Coagulant.
• Delivery of all chemicals to the designated water treatment plant within the stipulated timeframe.
• Compliance with the delivery location details and collection of empties from the site.
• Adherence to the procurement policies, including registration on the Central Supplier Database and compliance with municipal and national regulations.

Technical Requirements

The technical specifications and requirements for the bid include:

• Suppliers must submit quotations on official bid documents, clearly marked with the tender number REQ05819.
• All bids must include proof of registration on the Central Supplier Database (CSD) and compliance with tax and B-BBEE requirements.
• Delivery of chemicals must be completed within 7 days of receipt of the purchase order.
• Delivery to be made specifically to the Impendle Water Treatment Plant at Makhuzeni (coordinates: 29°39'03.90"S 29°42'19.30"E).
• Bid submissions must be sealed and deposited in the tender box at 242 Langalibalele Street, Pietermaritzburg, by 12h00 on 22 September 2025.
• Pricing must be valid for 30 days from the closing date.
• Bidder must comply with the municipality’s SCM policy, including the 80/20 preference point system, with 80 points allocated for price and 20 points for specific goals such as local participation and B-BBEE status.
• All bid documentation must be complete, signed, and include the required declarations and affidavits, including the Independent Bid Determination (MBD 9).
• Suppliers must demonstrate good standing with municipal accounts, not being in arrears beyond the specified period.
• Compliance with the General Conditions of Contract (GCC) 2010 and any applicable special conditions.
