Objectives

The primary objective of this tender is to appoint a qualified and experienced insurance broker to provide comprehensive, cost-effective, and fit-for-purpose insurance brokerage services for NHLS Sandringham Campus and associated assets, operations, and subsidiaries (including SAVP) for a period of three months. The broker will support NHLS in securing appropriate insurance coverage, advising on risk minimization, negotiating competitive products, and ensuring sound insurance advisory services to protect assets, reputation, and operational continuity.

Scope

The scope of work includes:

• Providing brokerage services for NHLS and SAVP assets listed as of December 2025.
• Recommending suitable insurance coverage types such as Assets All Risk, Professional Indemnity, General Liability, Motor Fleet (various categories), Directors and Officers, and SASRIA.
• Advising on risk minimization and managing business risks.
• Negotiating insurance products that meet statutory and organizational requirements.
• Delivering a comprehensive risk profile from 2022 to date, including asset and liability data.
• Preparing and submitting detailed proposals, including a Project Execution Plan (PEP), for the implementation of insurance coverage.
• Providing ongoing advisory support and recommendations for risk management and insurance optimization.

Technical Requirements

The technical requirements for the tender include:

• Demonstration of at least 10 insured client references or a company profile indicating experience in insurance brokerage.
• Key personnel with relevant qualifications and insurance brokerage experience, with CVs detailing their expertise (minimum 5 years, with over 20 years preferred).
• Provision of a detailed Project Execution Plan (PEP) linked to scope and timelines, showing clear execution strategies.
• Compliance with all statutory and organizational insurance standards and statutory requirements.
• Submission of proof of valid licensing and registration to transact as a financial services provider (FSP) under the FAIS Act.
• Adherence to evaluation criteria including technical capability, experience, and project planning.

Skills Requirements

The skills and expertise required from the service provider include:

• Extensive experience in insurance brokerage, particularly within the healthcare or public sector environment.
• Strong negotiation skills to secure competitive insurance products.
• Ability to provide independent, impartial, and strategic insurance advice aligned with organizational risk profiles.
• Proven track record of managing large and complex insurance portfolios.
• Excellent project management skills to develop and implement a comprehensive execution plan.
• Effective communication skills to liaise with stakeholders, prepare reports, and provide advisory support.
• Knowledge of relevant statutory and regulatory requirements, including SARS tax compliance and B-BBEE regulations.
