Objectives

The primary objective is to maintain and continuously improve the Durban ICC’s Integrated Management System, specifically targeting ISO 45001 (Occupational Health and Safety) and ISO 14001 (Environmental Management). The service aims to ensure ongoing compliance with current legislation, update internal compliance frameworks, and prepare the facility for its annual SABS certification audits.

Scope of Services

• Update the safety, health, and environmental legal registers to reflect the latest applicable legislation, regulations, and local bylaws.
• Revise the organisational risk register, including an onsite review session with the Durban ICC team.
• Conduct comprehensive ISO 45001 and ISO 14001 compliance evaluations/audits.
• Deliver full audit reports and corrective action plans for both standards.
• Provide quarterly briefings on legislative changes impacting ISO 45001 and ISO 14001.

All statutory registers and risk assessments must be completed within thirty business days of purchase order issuance. Audits are scheduled between February and April 2027, with final reports due within thirty business days post-evaluation. Strict penalty clauses (R500 per day) apply for delayed submissions or failure to comply with site safety policies.

Technical Requirements

• Bidders must utilise the official pricing schedule and cannot deviate from its structure.
• Mandatory administrative submissions include valid SARS tax clearance (PIN or certificate), BBBEE certificate, proof of registration on the Central Supplier Database (CSD) and eThekwini Vendor Portal, and completed municipal bidding forms (MBD 4, 6.1, 8, and 9).
• Evaluation follows an 80/20 preference point system: 80 points allocated to price competitiveness and 20 points to specific socio-economic goals (primarily South African ownership).
• All personal data handling must comply with the Protection of Personal Information Act (POPIA).
• The awarded supplier will enter a binding contractual agreement drafted exclusively by the Durban ICC.

Skills and Experience Requirements

• The assigned ISO audit facilitator must hold formal qualifications/certification in ISO 9001, ISO 14001, and ISO 45001.
• A minimum of five (5) years’ documented experience providing ISO audit compliance services is mandatory.
• Bidders must attach proof of the facilitator’s relevant ISO certifications and a detailed curriculum vitae.
• At least two comprehensive reference letters from previously serviced clients must be submitted.

80/20 Preference Point System: A standard South African public procurement scoring model where 80% of the evaluation score is derived from price, and 20% rewards socio-economic transformation goals (e.g., locally owned or historically disadvantaged enterprises).

MBD Forms: Standard municipal bidding templates used to verify tax compliance, declare conflicts of interest, claim preference points, and certify independent bid determination.

CSD & Vendor Portal Registration: Mandatory government-supplier databases required to verify entity legitimacy, track tax status, and enable official payment processing.

Penalty Clauses: Financial deductions of R500 per day apply for late delivery of statutory registers, delayed audit reporting, or non-compliance with occupational health and safety protocols during site visits.
