Objectives

The primary objective of this tender is to appoint a suitable service provider to advertise the amendment of the Long-term Development Lease in terms of Section 116 (3) of the Municipal Finance Management Act (MFMA).   • Bidder must submit valid SARS PIN, B-BBEE certificate or sworn affidavit, municipal accounts not older than three months, and proof of arrangements for arrears if applicable.
  • All members of a joint venture or consortium must submit required documentation and a JV/Consortium agreement.
  • Bidder must declare interest and past supply chain practices using specified MBD forms (MBD 4, 8, 9).
  • Bidder must not be listed on the National Treasury register of defaulters or the Register for Tender Defaulters.
  • All prices must include delivery to specified addresses and be exclusive of VAT.

Additional Technical Requirements

  • Compliance with Occupational Health and Safety Act, 85 of 1993.
  • Forward exchange rate cover must be obtained if prices are based on exchange rates, with proof submitted within 14 days of order placement.
  • All quotations must be signed and submitted before the deadline; late submissions will be rejected.
  • All alterations must be signed; no correction fluid allowed.
  • Quotations must be valid for 60 days and remain open for acceptance within this period.

  • Specific goals (20 points), including:
    • Ownership by women (10 points for ≥51% women ownership)
