Objectives

The primary objective of this tender is to engage a suitable, qualified, and registered internal audit service provider to deliver four (04) internal audit engagements for Johannesburg Tourism Company (JTC). The internal audit services aim to evaluate and improve the effectiveness of risk management, controls, and governance processes within JTC, ensuring compliance with relevant legislation and standards, and providing value-added insights to management.

Scope

The scope encompasses the provision of internal audit services for four (04) engagements, covering:

• Review of Financial Statements including the Statement of Financial Position, Performance, Cash Flow, Changes in Net Assets, Budget vs. Actual, and Disclosure Notes.
• Assessment of compliance with MFMA, Treasury regulations, and applicable legislations.
• Evaluation of adherence to accounting standards such as GRAP, IFRS, IAS.
• Verification of the completeness of the Audit File and legal compliance.
• Assessment of the usefulness and reliability of performance information related to JTC’s objectives and KPIs.
• Review of processes including Demand Management, Acquisition Management, Logistics, Disposal, Risk, and Contract and Performance Management.

Technical Requirements

The technical requirements include:

• Benchmarking research to inform audit procedures and methodology.
• Demonstrated experience in performing internal audits within municipal or government environments, especially medium to large entities.
• Provision of CVs for proposed professional staff, including internal audit team members and the authorized representative, highlighting relevant experience, qualifications, and responsibilities.
• Past experience with government and municipal internal audit clients, specifying the nature of engagements, client details, and duration.
• Adherence to the New Global Internal Audit Standards and the ability to deliver quality reports and technical advice.

Skills Requirements

The skills and expertise required include:

• Proven experience in internal auditing within municipal or government sectors.
• Qualified internal audit professionals with relevant tertiary and professional qualifications, memberships, and experience.
• Capability to execute four internal audit engagements effectively, with a clear work plan and methodology tailored to JTC’s needs.
• Strong understanding of legal and regulatory frameworks such as MFMA, Treasury regulations, and applicable accounting standards.
• Ability to provide technical advice, assurance, and value-added insights during audits.
• Skills in risk assessment, process evaluation, and performance measurement.
