Objectives

The primary objective of this tender is to engage suitable, qualified, and registered internal audit service providers to deliver three internal audit engagements for the Johannesburg Tourism Company (JTC). The internal audits aim to evaluate and improve the effectiveness of risk management, controls, and governance processes within the organization, ensuring compliance with the New Global Internal Audit Standards (GIAS) and adding value to JTC’s operations.

Scope

The scope encompasses the provision of internal audit services for three distinct engagements, covering the following areas:

• Finance Processes: Month-end processes, bank and cash management, income and expenditure management, accounts receivables, accounts payables and provisions, fruitless and wasteful expenditure, asset management.
• Operational Processes: Demand management, acquisition management, logistics, disposal, risk and consequence management, contract and performance management.
• Human Resources Processes: Talent acquisition and recruitment, onboarding and training, performance and talent management, employee benefits administration, employee engagement and retention, workforce planning and analytics.

The audits will be conducted at the Johannesburg Tourism Company offices located at Sandton Library Offices, Nelson Mandela Square, West Street, Sandton.

Technical Requirements

The technical requirements include:

• Conducting thorough benchmarking research to estimate overall hours required for each audit engagement.
• Preparation of detailed technical proposals outlining the approach, methodology, and work plan tailored to JTC’s needs.
• Provision of CVs for proposed audit team members, demonstrating relevant experience, qualifications, and roles in the engagements (max one page per staff member).
• Proof of experience in performing three internal audit engagements, including references from municipal government clients with contact details and scope of services.
• Implementation of the approved five-year internal audit strategy (2025–2030) and compliance with international standards.

Skills Requirements

The bidder must demonstrate:

• Experience in delivering internal audit services to municipal entities and government organizations.
• Capability to assign a qualified team with relevant professional memberships, including internal audit partners, managers, and staff with a minimum of 1 year of experience, with more senior staff having over 7 years of experience.
• Ability to develop and implement tailored audit methodologies and work plans addressing the specific scope areas.
• Proficiency in adhering to international internal audit standards and delivering high-quality, independent assurance and consulting services.
• Capacity to transfer skills and knowledge to the in-house internal audit team during the engagements.
