Tender Summary

Objectives

To secure a qualified service provider for the comprehensive maintenance, repair, supply, and installation of air conditioning systems across multiple administrative and operational facilities managed by Vaal Central Water. The procurement aims to ensure reliable climate control through a competitive, compliant, and value-driven process aligned with national preferential procurement policies.

Scope

The contract encompasses major servicing, fault diagnosis, and repairs for existing mid-wall and under-ceiling split air conditioning units across numerous departments, including Brandkop, IT/Facilities Management, Projects/Telemetry, SCM/Finance, Human Resources, Archives, Finance, and Executive Offices. Additional scope includes the supply and installation of new split units (ranging from 9,000 to 24,000 BTU) complete with power supply connections, as well as the replacement of one kitchen geyser. All work will be executed at designated Vaal Central Water locations, primarily the Bloemfontein head office and associated branch facilities.

Technical Requirements

• Minimum construction industry grading of 2ME is mandatory.
• All servicing and refrigerant top-ups must exclusively use R410a refrigerant.
• New unit installations require full integration with existing electrical power supplies.
• Bids must be submitted as a single folder containing all mandatory Standard Bidding Documents (SBD1, SBD3.1, SBD4, SBD6.1), a completed pricing schedule, and proof of tax compliance.
• Quoted prices must be fixed, inclusive of all transport and delivery costs, and remain valid for sixty days after submission.
• Attendance at a compulsory onsite briefing session is strictly required; non-attendance results in immediate disqualification.
• Evaluation follows an 80/20 preference point system, heavily weighting price while allocating points for socio-economic transformation goals.

• Proven competency in HVAC maintenance, troubleshooting, and repair of split-system air conditioners.
• Certified ability to safely handle, recover, and recharge R410a refrigerant in compliance with environmental and occupational safety standards.
• Qualified electrical trade skills or authorized partnerships to manage power supply connections for new installations.
• Demonstrated experience operating within municipal or state-owned entities, adhering to strict procurement compliance and documentation protocols.
• Project coordination capabilities to efficiently service multiple dispersed office locations within stipulated timeframes.

• SBD Forms: Standardized National Treasury procurement templates mandating statutory declarations on tax compliance, conflict of interest, corporate structure, and preference point claims. Incomplete or unsigned forms automatically invalidate a submission.
