Objectives

The primary objective of this tender is for SAFCOL to engage reputable service providers to supply Proto teams capable of performing firefighting and initial fire response activities. Additionally, the objective includes providing trained lookout personnel to detect fires from lookout towers in areas lacking camera detection systems.

Scope

The scope of work involves:

• Supplying four Proto teams (each comprising a driver and four laborers) for Jessievale Plantation for a period of 2 months (August to September).
• Providing firefighting equipment, PPE, tools, and necessary training.
• Operational duties including fire detection, suppression, community outreach, and fire prevention activities.
• Ensuring readiness and adherence to safety and operational protocols during fire suppression activities.

The work specifically targets fire prevention and suppression in the plantation, with a focus on reducing the occurrence and impact of fires, which are a significant threat to the plantation's assets.

Technical Requirements

The technical specifications include:

• Provision of four Proto teams with specified composition and operational capacity.
• Use of own double cab vehicles (4x4) with 500-liter tanks (bakkie sakkies).
• Availability of PPE, including fire retardant gear, safety equipment, and tools such as suction pumps, nozzles, hoses, and communication devices.
• Team members must be trained in fire suppression, detection, and safety protocols.
• Operational duties include patrolling, fire suppression, community engagement, and documentation of fire incidents.
• Availability of additional resources such as fire rations, spare equipment, and fuel.
• Adherence to safety standards, including accreditation by recognized safety organizations (NOSA or ISO 45001).
• Compliance with specific operational protocols, including the “14-day protocol” for fire re-ignition checks.

Skills Requirements

Service providers must demonstrate:

• Experience in conducting fire suppression operations, evidenced by reference letters showing at least 2 years of relevant experience.
• Qualified personnel, including a manager with a minimum of a National Diploma or higher in Forestry or Forest & Veldfire Management.
• Relevant safety certifications from recognized organizations (NOSA 3-star or ISO 45001 accreditation).
• Competence in fire detection, suppression, and community outreach activities.
• Ability to provide and maintain operational equipment and resources as specified.
• Proven track record in fire management within similar plantation environments.
