Objectives

The primary objective of this tender is to procure renovation services for the Emergency Operations Centre (EOC) and Operating Room Unit (ORU) building at the NICD Sandringham Campus. The project aims to upgrade and refurbish the specified facilities to meet operational, safety, and compliance standards, ensuring minimal disruption to ongoing activities.

Scope

The scope of work includes, but is not limited to:

• Renovation and refurbishment of the EOC/ORU building as per specifications.
• Structural repairs, crack repairs, and surface preparations.
• Painting, tiling, and finishing works on walls, floors, and ceilings.
• Electrical installations, including wiring, lighting, and power points.
• Plumbing works, including installation of sinks, toilets, geysers, and associated fixtures.
• Installation of air conditioning units with proper electrical and piping connections.
• Provision of safety measures, signage, and compliance with occupational health and safety regulations.
• Site management, including safety, security, and minimal disruption to ongoing operations.

Technical Requirements

The technical requirements specify that all materials and products used must be:

• ISO 9001 accredited or equivalent quality standards.
• Approved by relevant standards authorities (e.g., SABS, ISO).
• Suitable for 24-hour laboratory operations, with work scheduled after hours or over weekends as necessary.
• Installed in accordance with manufacturer specifications and relevant standards (e.g., SANS10142).
• Properly tested, inspected, and certified upon completion, including electrical and safety certificates.

Additional technical requirements include:

• Use of approved and certified materials for tiling, painting, electrical, and plumbing works.
• Compliance with health and safety regulations, including the provision of safety files and signage.
• Work to be carried out with minimal disturbance to existing operations and sensitive equipment.
• Final measurements and quality assurance to be conducted by the contractor.

Skills Requirements

The tender specifies that the successful bidder must possess:

• Construction industry registration with CIDB at grade 2GB or higher.
• Proven experience in laboratory or healthcare facility renovations.
• Qualified and licensed electricians, plumbers, and other tradespeople.
• Project management skills with a team of experienced supervisors and technicians.
• Ability to coordinate multi-disciplinary works, including electrical, plumbing, carpentry, and finishing.
• Knowledge of occupational health and safety regulations and the ability to implement safety protocols.
• Capacity to work after hours and during weekends without compromising safety or quality.
• Capability to provide guarantees, maintenance, and post-completion support for 12 months.
