Objectives

The primary objective of this tender is to procure services for the repair and maintenance of ultra freezers at the NICD Sandringham campus. The aim is to ensure the continued optimal functioning of the freezers through scheduled maintenance, repairs, and support services, thereby supporting the NICD's diagnostic and research activities.

Scope

The scope includes:

• Preventative maintenance of ULT freezers at NICD Sandringham campus.
• Corrosion protection services.
• Issuance of service reports detailing the condition, issues, corrosion status, and future costs.
• Testing freezers under power interruption conditions.
• Supply and installation of compressor safeguards (start-up delay systems).
• Replacement of compressors (first and second stage), electronic controls, and door seals.
• Re-gassing of compressors and leak correction.
• Unplanned maintenance callouts.

The services are to be delivered as a once-off engagement, with delivery costs included.

Technical Requirements

The technical requirements specify that the bidder must:

• Have experience working on ULT freezers, particularly compressor replacements, supported by job cards and completion certificates.
• Possess refrigeration certification relevant to HydroCarbon (HC) refrigerant environments.
• Provide certification from SARACCA and/or ACRA.
• Have access to support services from Ilshin-Biobase for parts/components.
• Provide official distributor/agent letters from Ilshin-Biobase and Haier BioMedical.
• Ensure all work complies with the scope, including parts, labor, consumables, and software, with fixed rates and inclusive of all taxes.
• Complete all work within the specified timeframe, with proper documentation and reporting.

Skills Requirements

The bidder must demonstrate:

• Proven experience in refrigeration and ultra freezer maintenance, especially compressor replacements.
• Certification in refrigeration, particularly in HC refrigerant environments.
• Access to technical support from authorized distributors such as Ilshin-Biobase and Haier BioMedical.
• Ability to provide detailed reports, job cards, and certificates of completion.
• Knowledge of safety standards, corrosion protection, and leak correction procedures.
• Capacity to perform testing under power interruption conditions and install safeguards.
