Objectives

The primary objective of this tender is to procure repairs and maintenance services for air conditioners, fridges, and freezers at North West laboratories over a period of 24 months. The aim is to ensure the proper functioning, servicing, and upkeep of refrigeration and air conditioning equipment across multiple laboratory sites, supporting the NHLS's mandate to provide diagnostic pathology services efficiently and reliably.

Scope

The scope of the tender includes:

• Provision of repairs and maintenance services for air conditioners, fridges, and freezers at various NHLS laboratories and facilities within the North West region.
• Servicing of equipment at multiple locations including laboratories, offices, storerooms, and other designated areas.
• Execution of scheduled maintenance, emergency repairs, and replacement of parts as necessary.
• Coverage of equipment make, model, serial number, and specific site requirements as detailed in the scope of works.
• Provision of qualified technicians with relevant experience and trade certificates.
• Adherence to specified timelines and service levels over the 24-month contract period.

Technical Requirements

The technical requirements for the tender include:

• Qualified technicians with a minimum of 2 years’ experience in refrigeration and air conditioning repairs, supported by trade test certificates.
• Provision of a detailed project plan outlining the methodology, approach, and timelines for service delivery.
• Demonstrated experience through a list of similar contracts awarded, including contract value, scope, and duration.
• Submission of contactable references from previous clients for similar services.
• Compliance with the following documentation:
  • Original tax clearance certificate or verification PIN
  • Valid B-BBEE certificate or sworn affidavit
  • Central Supplier Database (CSD) registration or report
  • Proof of relevant CIDB registration (minimum Grade 2 ME or higher)
  • Wireman’s license issued by the Department of Labour
  • Letter of good standing from the Department of Labour
• Adherence to the evaluation criteria, including technical capability, experience, project approach, and pricing.
• Completion of the prescribed pricing schedule, indicating costs for servicing, repairs, contingency, and other applicable costs.
• Compliance with the General Conditions of Contract issued by National Treasury and the specific conditions outlined in the RFQ documentation.
