Objectives

The primary objective of this tender is to engage a qualified recycling service provider to assess, collect, recycle, and/or repurpose NHLS's redundant waste materials. The goal is to ensure environmentally sound disposal, generate financial or in-kind benefits from recycling, and promote sustainability and resource optimization in line with NHLS’s environmental commitments.

Scope

The scope includes:

• Assessment and evaluation of NHLS's redundant waste materials, including PPE, swabs, sanitisers, and laboratory consumables.
• Development of a comprehensive recycling and repurposing strategy, including methodologies and timelines.
• Collection, processing, and recycling or repurposing of the identified materials.
• Execution of the recycling process in compliance with South African environmental regulations.
• Structuring the process to generate revenue or benefits for NHLS, such as material sales or cost offsets.

Technical Requirements

The technical requirements for the tender include:

• Conducting detailed waste stream analysis to determine volume, type, and market value of recyclables.
• Providing a recycling plan with clear methodologies, operational processes, and timelines.
• Demonstrating compliance with SANS 10234 standards for hazardous waste handling and storage.
• Proposing innovative recycling technologies, such as converting PPE into alternative products or chemical recycling for plastics.
• Implementing systems for tracking and reporting recycling data to the South African Waste Information System.
• Ensuring infrastructure and facilities meet environmental standards, zoning, and licensing requirements.
• Providing references, certifications, and proof of experience in handling similar recycling projects, especially involving medical and PPE waste.

• Proven experience in waste management and recycling, particularly with medical and PPE-related materials.
• Technical proficiency in waste assessment, processing, and innovative recycling technologies.
• Ability to develop and implement sustainable recycling strategies aligned with environmental standards.
• Capacity to handle hazardous waste safely and in compliance with legal requirements.
• Strong reporting and data management skills for tracking recycling activities and reporting to regulatory bodies.
• Experience in establishing partnerships for revenue sharing and financial modeling in recycling projects.
• Knowledge of South African environmental legislation, licensing, and industry standards.
