Objectives

The primary objective is to procure comprehensive project management training for seven public sector employees of the Johannesburg Tourism Company. Scope of Services

Technical Requirements

• Bidders must be registered on the National Treasury Central Supplier Database (CSD) and hold a valid SARS Tax Clearance Certificate.
• Municipal accounts for both the bidding entity and all directors must not be in arrears for more than 90 days.
• All quotations must be submitted in South African Rand, inclusive of VAT, delivery charges, and all statutory levies. Prices must remain firm for 30 days.
• No upfront payments will be issued; bidders must demonstrate sufficient cash flow to sustain service delivery prior to invoicing.
• If pricing is linked to foreign exchange rates, proof of exchange rate cover must be secured and submitted within 14 days of order placement.
• Strict submission of all mandatory municipal bidding documents (MBDs), including declarations of interest, past supply chain practices, and independent bid determination, is compulsory. Omissions or false declarations trigger automatic disqualification.

• Facilitators must demonstrate advanced expertise in public sector project management, including deep familiarity with South African government governance standards, municipal procurement regulations, and compliance auditing.
• Proven capability in adult learning methodologies, specifically workshop facilitation, case study analysis, and designing workplace-integrated practical assignments.
• Strong competency in risk mitigation, performance monitoring, and strategic project delivery within South African public entities.

• 80/20 Preference Point System: A standard South African procurement evaluation model where 80% of scoring points are awarded based on price competitiveness, and 20% are allocated for socio-economic transformation goals (e.g., black ownership, women-owned enterprises, youth-owned businesses, disability inclusion, local municipality jurisdiction, and SMME status).
• Firm Prices: Fixed pricing that cannot be adjusted after submission except for statutory changes such as VAT increases or customs/excise levies.
• Exchange Rate Cover: A financial hedging instrument required when bid prices reference foreign currencies, protecting the client against adverse currency fluctuations during contract execution.
