Objectives

The primary objective of this tender is to appoint a qualified, experienced, and accredited training provider to deliver a two-day in-person training session focused on Supply Chain Management (SCM) and Stakeholder Relationship Management. The training aims to enhance the skills of approximately twenty-six (26) officials by identifying key stakeholders and improving relationship management within the procurement process.

Scope

The scope of services includes:

• Providing face-to-face training for SCM Practitioners and end users.
• Covering various supply models for evaluating relationships with suppliers based on organizational needs, competition, collaboration, and stakeholder requirements.
• Addressing international suppliers and different disciplines involved in the procurement process.
• Offering insights into applicable legislation such as MFMA, PPPFA, Circulars, and Practice notes.
• Discussing relevant case laws affecting public sector procurement at the local government level.
• Ensuring the training includes a full Q&A session and is delivered over two sessions of two days each, split into two groups of thirteen officials.
• Monitoring quality through progress reports and trainee feedback.

Technical Requirements

The technical requirements for the tender include:

• Accreditation with LGSETA/ETQA.
• Provision of comprehensive training content aligned with legislation, policies, and best practices.
• Delivery of two in-person training sessions, each lasting two days, with a total of four days.
• Provision of relevant insights into legislation, case laws, and policies affecting local government procurement.
• Scheduling a question and answer session at the end of each training session.
• Monitoring and reporting on the quality and progress of the training.

Skills Requirements

The successful service provider must possess:

• Accreditation with LGSETA/ETQA.
• Proven experience in delivering training on supply chain management and stakeholder relationship management.
• Expertise in local government procurement legislation, policies, and case law.
• Ability to develop and deliver comprehensive, engaging, and informative training content.
• Strong facilitation and communication skills to effectively engage participants and address their queries.
• Capability to monitor, evaluate, and report on training quality and outcomes.
