Objectives

The primary objective of this tender (RFQ 01094/26) is to appoint a qualified service provider for the servicing and maintenance of fire protection equipment across Joburg Theatre’s facilities. The goal is to ensure all fire safety systems are compliant with relevant standards, operationally reliable, and maintained to SANAS and SANS requirements, thereby safeguarding personnel and property.

Scope

The scope includes:

• Annual hydrostatic testing and servicing of portable fire extinguishers in accordance with SANAS standards.
• High-pressure testing of fire hydrants, fixed fire hose reels, fire detection, fire windows, and suppression systems at all Joburg Theatre units.
• Inspection, testing, and certification of fire hose reels, including pressure testing, leak detection, and operational checks.
• Functional testing of fire detection and alarm systems, including control panels, batteries, and alarm integration.
• Compliance with statutory and safety standards such as SANS 1475, SANS 10105, EN 16034, and OHSACT regulations.
• Provision of necessary parts, recharges, and materials for repairs and servicing.
• Adherence to occupational health, safety, and environmental management requirements during all activities.

Technical Requirements

The technical specifications include:

• Annual hydrostatic testing of portable fire extinguishers, including stripping, reconditioning, and replacement of parts like "O" rings.
• Fire hose reel inspection: checking for leaks, proper operation, and control arm condition, with pressure testing and sign-off procedures.
• Functional testing of fire alarm and detection systems: verifying system operation, alarm triggering, battery backup, and system drops, with documentation of results.
• Compliance with relevant standards such as SANAS, SANS 1475, SANS 10105, EN 16034, and OHSACT.
• Proper record-keeping, including inspection registers, service labels, and certification documentation.
• Immediate repair or replacement of faulty equipment, with prior approval for parts and repairs.
• Provision of warranties (minimum 12 months) on installed equipment and ongoing maintenance.

Skills and Qualification Requirements

The bidder must demonstrate:

• Registration and certification with SANAS for fire equipment testing and servicing.
• Technician registration with SAQCC for fire equipment maintenance.
• Certified company registration documents (CIPC) and proof of operational experience in fire safety services.
• At least five (5) years of relevant industry experience, supported by reference letters from previous clients for similar projects within the last five years.
• Valid SABS permits for fire equipment and proof of compliance with safety standards.
• Qualified personnel with appropriate training and competency in fire safety systems, including technical certifications.
• Knowledge of relevant standards such as SANAS, SANS, EN, and OHSACT regulations.
• Ability to provide comprehensive documentation, including safety reports, inspection records, and certification.
• Capacity to respond promptly to service requests and emergencies, with qualified technical staff available on-site.
