Objectives

The primary objective of this tender is to solicit quotations from suppliers for the provision of office supplies and stationery items to the City of Johannesburg Metropolitan Trading Company (MTC). The aim is to procure quality goods efficiently and cost-effectively, ensuring compliance with procurement policies and promoting local content and enterprise development.

Scope

The scope encompasses the supply of various office consumables and stationery, including:

• Full cream milk packs
• Canderel sweeteners
• Sunlight dishwashing liquid (5L)
• Bleach (5L)
• Dish swabs, paper plates, plastic spoons, dish sponges
• Printing paper A4
• Lever arch files, file dividers, durable files
• HB pencils, refill paper, staple removers, and other stationery items

The procurement also includes administrative and compliance documentation, such as company registration, tax clearance, BBBEE certificates, and declarations related to supply chain management practices.

Technical Requirements

Suppliers must ensure that:

• All goods meet the specifications listed in the RFQ, including packaging sizes and quantities.
• All mandatory documentation is submitted, including certified company registration, tax clearance, BBBEE certificates, and relevant declarations.
• Alterations on quotations are signed and confirmed by the bidder.
• Original tax clearance certificates are provided; copies are not acceptable.
• Suppliers are registered on the MTC supplier database and accredited with relevant authorities such as SITA where applicable.
• Pricing is VAT exclusive for amounts below R30,000, with evaluation based on an 80:20 point system.

Skills Requirements

Suppliers and their representatives should possess:

• Understanding of procurement policies and compliance with legal and administrative requirements.
• Ability to provide accurate and complete documentation, including certified copies and declarations.
• Knowledge of local content and BBBEE requirements, with capacity to declare and verify local production content.
• Competence in timely submission of quotations and adherence to deadlines.
• Capacity to deliver goods within specified lead times and maintain quality standards.
