Objectives

The primary objective of this tender is to appoint a qualified service provider to perform a load test and issue certification for the Telescope Pinion Elevator system at the SARAO Johannesburg Office, Observatory. Additionally, the scope includes supply, installation, configuration, integration, commissioning, training, support, and maintenance of a biometric access control system at the SARAO office in Johannesburg.

Scope

The scope of work encompasses:

• Performing a statutory load test on the telescope pinion elevator located at the Johannesburg Observatory.
• Issuing the relevant load test certificate in accordance with South African legislation and safety standards (Act 85 of 1993, Driven Machinery Regulations, and applicable SANS standards).
• Supply, installation, configuration, and integration of a biometric access control system at the SARAO Johannesburg office.
• Commissioning, training, support, and maintenance of the installed systems.

Technical Requirements

The technical requirements include:

• Compliance with all applicable South African legislation, safety standards, and regulations related to driven machinery and load testing.
• Provision of safety documentation prior to commencement, including certificates, registers, and incident reporting forms.
• Execution of machinery inspections and testing of the elevator system.
• Supply and installation of biometric access control hardware and software, ensuring proper configuration and integration with existing systems.
• Provision of training to SARAO personnel on system operation and maintenance.

Skills Requirements

The successful service provider must possess:

• Professional registration and competency in performing load tests on driven machinery, specifically elevators.
• Experience in machinery inspections, testing, and certification according to South African standards.
• Technical expertise in biometric access control systems, including supply, installation, configuration, and support.
• Ability to provide training and ongoing support for the installed systems.
• Compliance with safety and regulatory standards, with demonstrable safety management practices.
