Objectives

The primary objective of this tender is to appoint a suitably qualified and independent inspection company to provide comprehensive quantity and quality inspection, testing, auditing, monitoring, verification, certification, loss control, and advisory services related to SANPC's petroleum trading, storage, and logistics operations. The appointed company will ensure impartial verification and certification throughout the supply chain to mitigate operational, financial, and contractual risks associated with petroleum products.

Scope

The scope of work includes providing independent inspection, verification, testing, certification, auditing, and advisory services on an as-and-when-required basis across SANPC's facilities and operations. This encompasses:

• Inspection and certification of petroleum quantities and qualities at storage terminals, ports, and facilities.
• Verification of compliance with international standards and industry best practices.
• Emergency response support related to petroleum handling and transportation.
• Reporting, sample management, and laboratory testing in accordance with recognized standards.
• Providing qualified personnel and maintaining accreditation and quality management systems.

Technical Requirements

The technical requirements for the appointed inspection company include:

• Provision of services in accordance with latest API, ASTM, ISO, Energy Institute, OCIMF standards, and relevant maritime and terminal operating standards.
• Accreditation: ISO/IEC 17020 and/or ISO/IEC 17025 accreditation for inspection and testing laboratories.
• Maintenance of an ISO 9001 certified quality management system or equivalent.
• Experienced personnel with minimum 10 years in petroleum inspection, and relevant technical qualifications.
• Access to calibrated inspection equipment traceable to recognized standards.
• Demonstrated experience of at least 10 years providing inspection services within the petroleum and related sectors.
• Capability to provide inspection services across major South African petroleum terminals, ports, and storage facilities.

Skills Requirements

The skills and competencies required from the service provider include:

• Expertise in petroleum quality testing and quantity verification.
• Proficiency in international standards and laboratory testing procedures.
• Qualified personnel with extensive experience in petroleum inspection and certification.
• Strong reporting and communication skills to deliver timely and accurate reports.
• Ability to operate and calibrate specialized inspection and measurement equipment.
• Knowledge of health, safety, and environmental standards relevant to petroleum operations.
• Demonstrated capacity to operate across multiple geographic locations within South Africa and the SADC region.
