Objectives

The primary objective of this tender is to appoint a suitable, accredited service provider to perform sampling and wastewater analysis for Lephalale Wastewater Treatment Works (WWTW), Zongesien WWTW, and Witpoort oxidation ponds. The service aims to ensure compliance with national standards, monitor water quality, and provide timely, credible test results with recommendations to support wastewater management and environmental safety.

Scope

The scope of work includes:

• Monthly sampling and analysis of wastewater from Paarl WWTW, Zongesien WWTW, and Witpoort oxidation ponds.
• Monitoring of parameters such as pH, dissolved oxygen, electrical conductivity, chemical oxygen demand, suspended solids, nitrates, orthophosphate, faecal coliforms, and groundwater variables.
• Adherence to South African National Standards (SANS) and approval by the municipality.
• Accredited laboratory testing with results submitted within 2 weeks of sampling.
• Recording sampling details (date, time, location) and providing detailed reports with recommendations.
• Monitoring groundwater quarterly and other parameters monthly for the oxidation ponds.
• Providing advice on process control, maintenance, compliance, and capacity management of wastewater treatment facilities.

Technical Requirements

The technical requirements include:

• Accreditation of the laboratory for wastewater testing.
• Compliance with South African National Standards (SANS) and relevant legislation.
• Ability to deliver accurate, credible results within specified timeframes.
• Provision of detailed reports with analysis, interpretation, and recommendations.
• Monitoring specific parameters at designated sampling points, with sampling points provided by the municipality.
• Capability to advise on process control, maintenance, and environmental management based on test results.
• Ability to repeat or re-sample upon request.

Skills Requirements

The skills and qualifications required for bidders include:

• Experience in wastewater sampling and analysis, particularly at WWTWs similar to Paarl, Zongesien, and Witpoort.
• Process controllers with 2-5 years of experience or classified as Class IV or V process controllers, with proof of registration from recognized professional bodies (e.g., SACNASP, ECSA).
• Qualified personnel with recognized academic qualifications such as a BTech degree or equivalent.
• Proven track record in operating accredited laboratories and delivering timely, credible results.
• Capability to interpret analytical results, provide process and environmental advice, and compile comprehensive reports.
• Availability of suitable plant/equipment for sampling and testing, with details provided in the bid.
