Objectives

The primary objective of this tender is to appoint suitable service providers, specifically accredited laboratories, to conduct sampling and wastewater analysis for Lephalale Wastewater Treatment Works (WWTW), Zongesien WWTW, and Witpoort oxidation ponds. The service aims to ensure compliance with national standards, monitor water quality, and provide timely, credible test results with recommendations to support wastewater management and environmental safety.

Scope

The scope of work includes:

• Monthly sampling and analysis of wastewater from Paarl WWTW, Zongesien WWTW, and Witpoort oxidation ponds.
• Monitoring of parameters such as pH, dissolved oxygen, electrical conductivity, chemical oxygen demand, suspended solids, nitrates, orthophosphate, faecal coliforms, and other variables as specified.
• Quarterly groundwater sampling at designated boreholes.
• Advising the municipality on process control, maintenance, and management based on analytical results.
• Providing detailed reports with recommendations, including interpretation of results and compliance status.
• Ensuring all testing is conducted according to South African National Standards (SANS) and accredited laboratory requirements.

Technical Requirements

The technical requirements include:

• The service provider must be accredited and submit all test results within 2 weeks of sampling.
• Samples must be collected at specified monitoring points with proper documentation of date, time, and location.
• Monitoring parameters must adhere to standards set by the Department of Water and Sanitation and SANS.
• Results must be credible, with the ability to repeat or re-sample on request.
• Provide recommendations on plant performance, process control, and environmental safety based on analysis.
• Maintain a register book signed by municipal officials and service providers during sampling.
• All analysis and reporting must meet the standards for environmental monitoring and water quality.

Skills Requirements

The skills and expertise required include:

• Experience in wastewater sampling, analysis, and interpretation, particularly for WWTWs and oxidation ponds.
• Qualified process controllers with 2-5 years of experience, certified by recognized professional bodies (e.g., SACNASP, ECSA).
• Accredited laboratory personnel with recognized qualifications such as BTech degrees or equivalent.
• Ability to advise on process control, maintenance, and environmental compliance.
• Capability to prepare detailed reports, interpret analytical results, and provide technical recommendations.
• Knowledge of South African National Standards (SANS) and environmental legislation related to water quality.
