Tender Summary: Empangeni Civic Centre 2 Light Improvement and COC

Objectives

The primary objective is to comprehensively upgrade the lighting infrastructure, electrical distribution systems, and climate control equipment at the Empangeni Civic Centre 2 facility. The project aims to enhance energy efficiency, ensure operational reliability, improve workplace safety, and achieve full regulatory compliance through certified electrical installations and secure perimeter fencing.

Scope of Work

The contract covers extensive electrical and mechanical upgrades across multiple building sections, including Treasury, Old Clinic, Waste Services, CCTV, Lift Room, Environmental offices, and external zones. Key activities include:

• Lighting Upgrades: Replacing outdated fluorescent and LBR fittings with specified LED panels, bulkheads, floodlights, tubes, and downlighters tailored to indoor and outdoor environments.
• Distribution Board (DB) Management: Assessing, reorganizing, and upgrading numerous DBs. Tasks include replacing faulty switchgear, neatening wiring, installing surge protection, removing unused breakers, and applying standardized circuit labeling.
• Air Conditioning Services: Assessing unit conditions, performing quarterly maintenance, replacing capacitors/remotes/batteries, topping up refrigerant, installing dedicated power points, weatherproof isolators, and drainage pumps, and commissioning new split units.
• Electric Fencing: Supplying and installing compliant electric fencing systems and issuing associated safety certifications.
• Documentation & Reporting: Submitting job cards, certificates of compliance, detailed completion reports, and Excel inventories of all serviced or replaced equipment.

Technical Requirements

All works must strictly adhere to South African national standards and municipal specifications. Key technical mandates include:

• Use of IP-rated (IP65/IP66/IP40) weatherproof and impact-resistant luminaires with flicker-free LED drivers and integrated surge protection (1kV–4kV).
• Installation of 20mm² PVC conduits, correctly sized house wires (2.5mm²/4mm²), and galvanized saddles. Cable runs from distribution boards to isolators must be single continuous lengths with zero joints.
• Deployment of lockable, double-pole isolators (32A for AC, 60A for stoves, 16A for hydro boilers) matching specified manufacturer equivalents.
• Comprehensive DB labeling indicating feeder sources, cable sizes, fault levels, and circuit identifiers per provided templates.
• Mandatory installation testing using calibrated equipment, followed by formal certification issuance.

Skills Requirements

The successful contractor must demonstrate proven technical competency and regulatory authorization:

• A qualified air conditioning technician/refrigeration mechanic holding valid safe gas handling certification.
• All designated personnel must remain onsite throughout execution to supervise and perform work.
• Contractors must be registered with the Department of Labour as an electrical contractor, the Central Suppliers Database (CSD), and the Municipal Council Database.
• Technical evaluation awards points based on past project completion records and personnel qualifications, requiring a minimum score of 70% for consideration.
