Tender Summary: Empangeni Civic Centre 2 Light Improvement and COC

Objectives

To modernize and upgrade the electrical and lighting infrastructure at Empangeni Civic Centre 2, ensuring operational safety, energy efficiency, and full compliance with South African statutory regulations. The project prioritizes replacing outdated fittings, securing electrical systems, installing dedicated appliance circuits, and obtaining mandatory certification.

Scope of Work

• Lighting Upgrades: Replace existing fluorescent fittings across multiple zones (Treasury, clinics, offices, corridors, external areas) with specified LED panels, bulkheads, floodlights, and tubes.
• Electrical Infrastructure: Assess, rewire, and label numerous distribution boards; install surge arrestors; replace circuit breakers; and route new circuits using full-length cables and 20mm² PVC conduits.
• Dedicated Circuits & Isolators: Install independent circuits with lockable, weatherproof isolators for air conditioners, geysers, stoves, and hydro boilers.
• Automation & Security: Install photoelectric cells for external lighting control and complete electric fence installation.
• Documentation & Maintenance: Provide job cards, CAD schematics for major boards, completion reports, and conduct quarterly air conditioning maintenance.

Technical Requirements

All installations must strictly adhere to SANS 10142-1 (South Africa’s national wiring code), the OHS Act, and municipal safety standards. Key technical specifications include:

• Luminaires: Must feature IP40–IP65 ingress protection, IK06–IK08 impact resistance, 1kV–4kV surge protection, 6000K colour temperature (or adjustable 3CCT), and warranties of 1–5 years.
• Cabling & Conduits: Full-length runs without joints; terminated in approved termination boxes with compression glands and secured via galvanised saddles.
• Distribution Boards: Require rated busbars, matching fault-level switchgear, clear front-door labeling (feeder source, cable size, fault level), and tidy internal wiring.
• Safety Protocols: Mandatory lockout/tagout procedures, use of calibrated testers for installation verification, and provision of safety harnesses for elevated work.

Note on specialized terms: COC refers to a Certificate of Compliance, a legally required document confirming electrical work meets safety standards. SANS 10142-1 is the mandatory national standard for electrical wiring in premises. PEC denotes photoelectric cells that automatically switch exterior lights based on daylight levels. CIDB and CSD are national Construction Industry Development Board and Central Supplier Database registrations, respectively, which are mandatory for municipal procurement eligibility.

Skills and Qualification Requirements

• Company Registration: Valid CSD registration, CIDB registration as a mechanical contractor (EB category), and Department of Labour registration as an electrical contractor.
• Personnel Competency: An accredited electrician holding a valid trade certificate with a minimum of three to five years’ experience must supervise or execute the work. A qualified air conditioning technician is also required.
• Onsite Presence: Key personnel must remain onsite during execution and supervision.
• Evaluation Criteria: A minimum technical score of 70% is required, primarily awarded based on proven experience with similar projects and the accredited electrician’s documented competency.
• Compliance Documents: Submission of a SHE management file, letter of good standing, tax compliance certificates, and completed municipal bid declaration forms is mandatory.
