The primary objective of this tender is to procure a single executive chair equipped with a head rest for municipal operational use. The procurement process aims to secure a functional, durable, and cost-effective product while strictly adhering to South African public supply chain management regulations. Secondary objectives include promoting economic transformation through preferential procurement policies, supporting local businesses, and ensuring transparent, fair, and accountable vendor selection.
The scope encompasses the supply and delivery of one (1) executive chair with a head rest. The municipality reserves the right to accept any quotation or portion thereof, and may adjust the quantity or extent of the order at its discretion. Bidders must submit formal written price quotations on official company letterhead, accompanied by all mandatory compliance and supporting documentation. The evaluation will prioritize functionality, value for money, execution capability, and compliance with preferential procurement frameworks. Late submissions, telefaxed quotes, and bids from individuals or entities in the service of the state will be automatically disqualified.
The tender does not mandate specialized technical, installation, or maintenance skills. Instead, it requires bidders to demonstrate general commercial and administrative capability to execute the contract successfully. Suppliers must possess robust supply chain management competencies, reliable logistics for timely delivery, and the administrative capacity to compile and submit extensive compliance documentation. This includes maintaining active Central Supplier Database (CSD) registration, securing tax compliance PINs, preparing audited municipal statements of account, and managing B-BBEE verification processes.
Sworn Affidavit Delivery Requirement: To claim B-BBEE preference points, bidders must provide either a SANAS-accredited verification certificate or an original sworn affidavit. The affidavit must be physically delivered by hand within 48 hours of the initial quotation submission; digital copies or late deliveries will disqualify the bidder from earning these points.
Locality Preference: An additional 10 points are allocated exclusively to suppliers whose business premises are situated within the Stellenbosch Municipal boundary (WC024). Proof must be provided via a valid municipal account or lease agreement.
80/20 Preference Point System: Evaluation scoring allocates 80 points to price competitiveness and 20 points split between B-BBEE status level and supplier locality, in accordance with national preferential procurement regulations. Non-compliant B-BBEE contributors receive zero points for this category.
Indemnity & OHS Disclaimer: Contractors assume full financial and legal responsibility for any incidents occurring during contract performance. The municipality is explicitly exempted from claims related to damages or injuries, aligning with statutory occupational health and safety obligations.

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.
Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements
To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting
