Objectives

The primary objective is to secure a qualified fire safety service provider to maintain, test, and replace critical fire suppression infrastructure across municipal facilities. This ensures ongoing regulatory compliance, operational readiness, and enhanced public and staff safety throughout the municipality.

Scope

The contract encompasses the comprehensive servicing, repair, pressure testing, and replacement of fire fighting equipment, specifically hose reels, hydrants, fire extinguishers, and safety signage. Works will be executed at multiple designated municipal locations within the eMpangeni area, including civic centres, libraries, museums, fire stations, parks depots, and various administrative and utility buildings. A mandatory site inspection is required prior to quotation submission to assess existing conditions and equipment status.

Technical Requirements

• Mandatory Documentation: Bidders must submit a complete quotation package including registration in the national supplier database, a current tax compliance certificate, a letter of good standing from the compensation fund, and a detailed safety, health, and environment (SHE) risk management file.
• Form Completion Standards: All municipal bidding forms must be filled out in black ink. Any alterations to pricing or specifications must be manually signed by the authorised bidder; unsigned changes result in automatic disqualification.
• Evaluation Framework: The procurement follows an 80:20 preferential scoring model. Late, incomplete, or improperly signed submissions will be invalidated.
• Compliance Declarations: Standardised legal forms are required to declare conflicts of interest, confirm independent bid determination, and attest to the absence of past contractual defaults or restricted supplier status.

• Operational Capability: Ability to manage logistics across dispersed municipal sites, maintain accurate service records, coordinate subcontractors (if applicable), and deliver scheduled preventative maintenance without disrupting municipal operations.

• National Supplier Database Registration: A central government registry used to verify supplier legitimacy, track procurement history, and prevent fraud. Registration is a strict eligibility prerequisite.
• Municipal Bidding Documents (MBD Forms): Standardised legal declarations required by South African local government procurement. They cover conflict-of-interest disclosures, past supply chain misconduct, and guarantees against collusive bidding practices.
• SITA Accreditation: Certification from the State Information Technology Agency. It is only mandatory if the service involves IT-integrated fire monitoring or alarm systems; otherwise, it is exempted.
• 80:20 Preferential Scoring Model: A procurement evaluation method where 80% of points are awarded based on price competitiveness and technical capacity, while 20% are reserved for socio-economic transformation goals. These goals prioritise black ownership, female and youth leadership, disability inclusion, and enterprises located in rural areas or townships. Bidders must attach verifiable proof for any claimed preference points.
