Objectives

The primary objective is to appoint a qualified service provider within the firefighting sector to maintain, repair, and replace critical fire safety equipment across municipal facilities. Scope of Work

The successful bidder will service, repair, pressure test, and replace the following equipment:

• Fire extinguishers
• Hose reels
• Hydrants
• Fire safety signage

Services must be delivered at multiple designated locations, including the eMpangeni Civic Centre (Hall, Library, Human Settlement, and Main Building), Museum, Civic 2, local fire station, Parks Depot, and the eMpangeni Depot (covering water, waste, roads, road marking, ablution facilities, standby quarters, and guard houses).

Technical Requirements

• A mandatory site meeting is required to inspect existing equipment and assess site-specific access and conditions.
• All fire extinguishers and associated equipment must undergo professional pressure testing to verify structural integrity and safe operating capacity.
• Quotations must be completed in black ink; pencil submissions will be automatically disqualified.
• Any alterations or price adjustments to the quotation must be manually signed by the bidder to remain valid.
• Service delivery must adhere to the municipality's stipulated lead times and designated delivery addresses.

Skills and Qualification Requirements

• Mandatory registration on the national supplier database and submission of a valid Letter of Good Standing.
• Current Tax Compliance Certificate and Compensation Fund clearance certificate.
• Proven technical expertise in firefighting equipment maintenance, including certified personnel capable of conducting pressure tests and repairs.
• Submission of a Site Health and Environment (SHE) risk management file and relevant occupational health documentation.
• Proof of financial standing for both the company and its directors (via tax invoices, certified lease agreements, or SAPS-certified affidavits).
• Completion of standard municipal bidding declarations addressing conflicts of interest, past supply chain practices, and independent bid determination.
• Eligibility for preferential procurement points based on transformation criteria, including ownership and management representation for women, youth, persons with disabilities, and residents of rural areas or townships.
