Objectives

The primary objective of this tender is to engage a suitable service provider to locate and repair faults on 30MV cables within the municipality's areas. The service provider must identify cable faults, excavate and expose the cables, cut and pressure test both ends, and re-locate faults if necessary until the cable tests clean. The aim is to ensure reliable cable operation and minimize downtime caused by faults.

Scope

The scope of work includes:

• Locating faults on 30MV cables as and when required.
• Excavating and exposing the faulty cables.
• Cutting the cables and performing pressure tests on both ends.
• Re-locating faults on the same cable if additional faults are detected, until the cable tests clean.
• Work will be carried out at various municipality areas, with cables differing in size, length, and type.
• The service provider must be onsite within 6 hours of contact.

Technical Requirements

The technical requirements for the service provider include:

• Proof of previous similar work must be attached to the quotation; failure to do so will result in disqualification.
• The service provider must have a CIDB grading of 1EP/1EB.
• The service must include fault location, excavation, cable cutting, pressure testing, and fault re-location if needed.
• Onsite response within 6 hours of being contacted.
• All alterations to quotations must be signed by the bidder.
• Compliance with statutory requirements such as VAT and levies related to customs and excise.

Skills Requirements

The skills and qualifications required from the service provider include:

• Registered with the Central Suppliers Database (CSD); non-registered suppliers will not be considered.
• Provision of a Letter of Good Standing from the Compensation Fund.
• Experience in locating and repairing high-voltage cable faults, demonstrated by previous similar projects.
• Ability to perform excavation, pressure testing, and fault re-location accurately and safely.
• Competence in adhering to safety, SHE (Safety, Health, Environment) standards, and technical specifications.
