Objectives

The primary objective of this tender is to procure services for MV (Medium Voltage) as and when repairs, including cable jointing, terminations, cable installation, and pole replacement, on medium or low voltage apparatus. The work aims to address emergency outages and breakdowns within the Retic South Section, covering Esikhaleni, Meerensee, and Vulindlela, ensuring reliable electrical infrastructure and service continuity for the City of uMhlathuze.

Scope

The scope of work includes:

• Exposing and repairing faulty cables, which may be more than 3 meters deep in water, sandy, or hard soil.
• Terminating cables on RMU, Minisub, or 11kV boards.
• Working in areas with live cables and network cables, using shovels to prevent damage.
• Cutting, proving, and issuing permits for cable work.
• Inserting new cable segments as needed.
• Pressure testing cables before and after jointing or termination.
• Refilling and tidying the work area post-completion.
• Guaranteeing cable joints and terminations for a minimum of 6 months.

Technical Requirements

The technical requirements for the services include:

• Performing cable jointing, termination, and replacement as specified.
• Ensuring all work is carried out in accordance with high voltage regulations and safety standards.
• Pressure testing cables before and after repairs to ensure insulation integrity.
• Guaranteeing the quality of work with a minimum 6-month warranty on cable joints and terminations.
• Completing work within specified lead times, with a focus on emergency response.
• Adhering to safety and tidiness standards during and after work.

Skills Requirements

Applicants must demonstrate:

• Experience in similar MV cable jointing, termination, and installation projects, with at least 3 similar projects completed successfully.
• Capability to respond to call-out requests within 6 hours, with signed commitment letters.
• Relevant certifications, including CIDB – EP1 or above, and High Voltage Regulations Certificate.
• Registration with the Central Suppliers Database (CSD) and the Municipal Council Database.
• Provision of a Letter of Good Standing for electrical works and proof of registration as an electrical contractor with the Department of Labour.
• Compliance with safety, health, and environmental management standards, including SHE Risk Management documentation.
• Ability to provide qualified technical personnel capable of executing the scope of work safely and effectively.
