Objectives

The primary objective of this tender is to procure services for the installation of medium voltage (MV) cables, specifically focusing on the installation, jointing, termination, and associated activities between Ski Boat Club and Van Royen Weg 1. The project aims to ensure reliable underground MV cable infrastructure in accordance with specified technical standards and safety regulations.

Scope

The scope of work includes:

• Installation of 500 meters of 11kV 3-core 120mm² MV PILC underground cable.
• Excavation of trenches 1 meter deep following approved drawings.
• Installation of cable terminations and joints.
• Crossing roads at three points, including pipe jacking where specified.
• Backfilling, compaction, and reinstatement of trenches.
• Provision of all necessary materials, tools, and equipment, including handling of free issue materials supplied by the City.
• Preparation of as-built drawings and documentation, including geo-referenced route data.

Technical Requirements

The technical specifications include:

• Adherence to City of uMhlathuze standards and relevant SANS standards (e.g., SANS 10198 series).
• Excavation must identify and protect existing services, with no deviation from approved drawings unless authorized.
• Trenches to be straight, dug to specified depth, and barricaded with appropriate fencing.
• Backfilling to be layered, compacted to 98% Mod AASHTO, with cable marker tape installed 200mm above MV cables.
• Cables to be laid using proper rollers, immediately capped after cutting, and installed in accordance with manufacturer specifications.
• Terminations and jointing to be performed by certified personnel with proof of MV jointing and termination certificates.
• Insulation withstand tests to be conducted and recorded; any failures to be rectified at the contractor’s expense.
• All materials, including those supplied free of charge by the City, are to be managed responsibly, with proper handling, storage, and return of excess materials.
• As-built drawings must be accurate, geo-referenced, and submitted in both hard and electronic formats.

Skills Requirements

The contractor must possess:

• Registered and certified personnel for MV cable jointing and termination, with proof of relevant training and certificates.
• Competence in excavation, trenching, and backfilling, with experience in underground cable installation.
• Ability to handle and manage materials, including safe transportation, storage, and re-use of valuable scrap.
• Knowledge of relevant standards, safety protocols, and environmental considerations.
• Capability to prepare detailed as-built documentation and geo-referenced route data.
• Provision of safety management plans, risk assessments, and compliance with occupational health and safety regulations.
