Objectives

The primary objective of this tender is to procure MV cable joints for the North section, including related installation and termination services, to ensure reliable electrical connections and maintenance within the specified area. The project aims to facilitate emergency outages, repairs, and ongoing maintenance of medium voltage infrastructure in the North section of the City of uMhlathuze.

Scope

The scope of work includes:

• Manufacture, supply, and installation of 13 MV cable joints in the North section, covering specific locations such as Aquarias, Castor, Lokoza, Brack fern, Bauxite Bay, Tikiakim, Hellium Hocked, Betastraal, and others.
• Making four cable joints plus insecting 50m PILC cable at Aquarias.
• Performing cable jointing, termination, and testing procedures.
• Excavation, trenching, backfilling, and ensuring the integrity of cable joints with a one-year failure guarantee.
• Replacement of poles and associated services where required.

The work also encompasses emergency response services for cable jointing, termination, and related installation tasks within the North reticulation section.

Technical Requirements

The technical requirements include:

• Manufacture and supply of MV cable joints and terminations compliant with relevant standards.
• Installation of cable joints and terminations with proper excavation, jointing, and testing procedures.
• Pressure testing of completed joints to ensure no faults.
• Guarantee that cable joints and terminations do not fail within a 12-month period.
• Adherence to safety, health, and environmental standards, including SHE risk management documentation.
• Registration with the Central Suppliers Database (CSD) and proof of good standing with relevant authorities.
• Compliance with statutory regulations, including VAT and customs duties.

Skills Requirements

The successful bidder must demonstrate:

• Experience in similar MV cable jointing, termination, and installation projects, with at least three completed projects of similar scope.
• Qualified personnel with appropriate electrical and technical certifications, including High Voltage Regulations Certificate and registration as an electrical contractor with the Department of Labour.
• Ability to respond promptly to emergency call-outs, within 6 hours.
• Capability to perform excavation, jointing, testing, and backfilling safely and efficiently.
• Knowledge of safety protocols and SHE standards relevant to electrical infrastructure projects.
