Objectives

The primary objectives of this tender are to procure, install, configure, and support additional Sage 300 People modules and functionalities for SANPC. The goal is to establish a fully integrated HR and payroll system that caters to all HR disciplines, enhances automation (such as time and attendance, performance management), and ensures compliance with South African employment equity regulations. The project aims to replace manual and Excel-based processes with automated, integrated solutions to improve efficiency, data accuracy, and reporting capabilities.

Scope

The scope includes:

• Procurement, installation, and configuration of specified Sage 300 People modules and functionalities not yet utilized by SANPC.
• Implementation of modules such as Employee Relations, Timesheet, HR Reporting, Recruitment, Talent Management, Learning Management System (LMS), Performance & Talent Linkage, and Employee Relations.
• Integration with third-party applications (e.g., Coursera, LinkedIn Learning, Udemy) and existing enterprise solutions.
• Configuration of workflows, user roles, permissions, organizational hierarchies, and compliance reporting aligned with South African regulations.
• Support, training, and change management to ensure successful adoption and ongoing maintenance.
• Work alongside SANPC’s internal IT and HR teams to ensure seamless implementation within existing infrastructure.

Technical Requirements

The technical requirements include:

• Certification by Sage for the service provider.
• Ability to procure, install, configure, and activate the specified modules on the existing Sage 300 platform.
• Configuration of system parameters, workflows, user roles, and permissions.
• Integration capabilities with third-party content providers and applications.
• Support for various learning formats including e-learning, microlearning, video, virtual classrooms, and VR (future capability).
• Automation of workflows such as approvals, notifications, and performance management processes.
• Scalability and future-proofing to accommodate future modules and integrations.
• Support for compliance with South African employment equity and DOL reporting requirements.
• Provision of on-site or virtual training and ongoing support.

Skills Requirements

The service provider must demonstrate:

• Extensive experience with Sage 300 People modules and related HR/payroll systems.
• Certification and technical expertise in Sage product implementation and configuration.
• Ability to work collaboratively with SANPC’s internal IT and HR teams.
• Strong project management skills to deliver within set timeframes, ideally by 1 April 2025.
• Capability to prepare and present structured project plans and progress reports.
• Provision of training and support to both technical staff and end-users.
• Experience in configuring workflows, organizational hierarchies, compliance reporting, and integration with third-party applications.
• Knowledge of South African employment equity legislation and reporting standards.
