Objectives

The primary objective is to secure a qualified contractor to execute comprehensive structural maintenance, refurbishment, and associated upgrades at the Alton Macerator facility for the City of uMhlathuze. The project aims to restore deteriorated interior and exterior structures, replace obsolete fixtures, ensure full regulatory compliance, and deliver a safe, fully operational environment within an estimated one-month construction period.

Scope of Work

• Preliminary & General: Site establishment, provision of supervision, labour, tools, equipment, transport, and strict adherence to health, safety, and environmental regulations. Includes waste removal to approved facilities.
• Interior Alterations: Removal and preparation of approximately 365m² of interior walls and 277m² of ceilings; removal of existing tiles (277m² floor area), sanitary fixtures, electrical fittings, doors, locks, and geyser relocation; cleaning, rust treatment, and minor structural repairs.
• Exterior Alterations: Cleaning and unblocking gutters/downpipes, stormwater drainage verification, rust removal, beam/column plastering, and removal of damaged security hardware.
• New Works: Supply and installation of grey matt ceramic floor, wall, and mosaic tiles with skirting; wall-hung basins, front-flush toilet suites, shower fittings, dispensers, mirrors, standard doors with locksets, and galvanized mesh wire fencing.
• Painting & Carpentry: Full internal/external painting using specified acrylic and enamel finishes, timber door varnishing, and ceiling repainting.
• Provisional Sums: Allocated lump sums for remedial electrical works and plumbing modifications, including testing, commissioning, and defect rectification.
• Completion: System testing, defect correction, site clearance, vegetation control, and formal handover with all compliance documentation.

Technical Requirements

• All paint and coating materials must comply with relevant South African National Standards (SANS), including SANS 681/2007, SANS 1586/2007, SANS 515/2003, and SANS 630/2009.
• Electrical remedial works must be verified by a registered electrician who issues a valid Certificate of Compliance (COC) prior to final payment.
• Contractors must submit a documented Safe Work Procedure (SWP), conduct a Hazard Identification and Risk Assessment (HIRA), and maintain a comprehensive safety file with proof of worker training, PPE compliance, and equipment inspections.
• Strict compliance with the Occupational Health and Safety Act (Act 85 of 1993) is mandatory, including execution of a Section 37 Memorandum of Agreement.
• Quotations must be completed in black ink, sealed, and submitted by the closing date/time. Any price alterations require explicit bidder signatures.
• Suppliers must be registered on the Central Suppliers Database (CSD), hold a valid Tax Clearance Certificate, and provide a Letter of Good Standing with the Compensation Fund.

Skills Requirements

• Proven experience in municipal infrastructure maintenance, specifically involving structural refurbishment, tiling, plumbing, electrical remediation, and painting.
• Certified trade professionals for each discipline: registered electricians (authorized to issue COCs), licensed plumbers, certified tilers, painters, carpenters, and steelwork installers.
• A competent site supervisor capable of coordinating multidisciplinary teams, managing provisional sum expenditures, and enforcing municipal procurement and safety protocols.
• Familiarity with statutory compliance documentation, municipal bidding procedures, and socio-economic procurement frameworks.

Explanation of Unusual or Complicated Terms

• Provisional Sums: Pre-approved budget allowances for works that cannot be precisely quantified at tender stage (electrical and plumbing). Final costs will be adjusted based on actual site conditions, plus a 5% administrative handling fee.
• Certificate of Compliance (COC): A legally mandated certification issued by a registered electrician confirming that all electrical installations meet national safety standards.
• Section 37 Memorandum of Agreement: A statutory contract under the OHS Act that formally allocates health and safety liability between the employer and contractor, ensuring clear accountability for workplace incidents.
• Central Suppliers Database (CSD): A national government registry for vendor onboarding; mandatory registration is required for all public sector procurement.
• Preferential Procurement (80:20): A bid evaluation model where 80% of scoring is based on price competitiveness and 20% is allocated to socio-economic development targets (e.g., black ownership, youth, women, and disabled person empowerment).
