Objectives

The primary objective of this tender is to procure and supply electrical materials, including brackets, traffic light poles, traffic signals, background screens, and related components, to meet the needs of the City of uMhlathuze. The aim is to ensure the delivery of quality electrical materials that comply with relevant standards and specifications within the stipulated timelines.

Scope

The scope covers the supply and delivery of various electrical materials and equipment, including:

• Pole-mounting straps
• Standard traffic light poles
• LED traffic signals, modules, and background screens

The materials must meet specific technical and quality standards, be compatible with existing municipal systems, and adhere to relevant South African standards such as SANS 1459:2015 and SANS 1459:2004.

Technical Requirements

General Conditions

• All products must be from approved suppliers, with samples available upon request.
• Construction and materials must comply with specified standards, including weatherproofing, durability, and safety features.
• Traffic signals and background screens must be fully compatible with existing uMhlathuze signals, modular in design, and easy to maintain.
• LED modules must be of a central light source design, protected against dust and moisture, with pluggable connections.
• Power supplies must be switchmode, protected from surges, operate within specified voltage ranges, and have a guaranteed lifespan of five years.
• All components must be properly marked, sealed, and finished with appropriate galvanization and coating.
• Traffic lights and background screens must pass statutory testing by SABS and meet IP65 standards.

Specific Technical Features

• Pole straps: hot-dip galvanised steel, designed for poles 100-170mm in diameter, with stainless steel components.
• Traffic poles: 114mm diameter, 3.3m long, with impact-fracture design, earthing provisions, and corrosion-resistant finish.
• LED modules: compatible with existing signals, with diffusers minimizing dust collection, and equipped with a 5-year guarantee.
• Background screens: UV stabilized, modular, with precise manufacturing, and fitted with stainless steel mounting screws.

Skills and Qualifications Requirements

• Suppliers must be registered with the Central Suppliers Database (CSD) and provide their CSD number.
• Provision of a Letter of Good Standing from relevant authorities.
• Suppliers must be registered with the Municipal Council Database.
• All quotations must be completed in black ink; alterations must be signed and approved.
• Suppliers should demonstrate compliance with statutory and safety standards, including SABS testing and IP65 certification.
• Technical expertise in manufacturing, assembling, and testing electrical and traffic signal components is essential.
• Experience in supplying municipal traffic and electrical materials, with proven track record, is preferred.
• Ability to provide samples, technical documentation, and after-sales support.
