Tender Summary: Supply and Delivery of Cones & Tapes

Objectives

The primary objective is to appoint a compliant supplier capable of delivering road safety cones and chevron marking tapes to City Power Johannesburg facilities. The procurement aims to secure reliable stock while adhering to municipal supply chain management legislation and broad-based black economic empowerment (B-BBEE) preferential procurement policies.

Scope

• Products: Supply of two line items: (1) Orange road cones (450mm height with 100 reflective sleeves) and (2) Chevron marking tape (500m x 90mm, red & white, PVC).
• Delivery: Direct delivery to designated City Power stores. Quantities are estimated and subject to adjustment when purchase orders are placed.
• Pricing: All quotations must be fixed, firm, and inclusive of VAT.
• Submission: Physical submission only; electronic or faxed quotations are explicitly rejected.

Technical Requirements

• Bidders must complete and sign the technical schedule, confirming full compliance with internal material standards referenced as CP_TSSPEC_187 (cones) and CP_TSSPEC_083 (tape). Note: These codes denote the municipality's proprietary specifications for dimensions, reflectivity ratings, PVC grade, and durability testing.
• A current product catalogue covering both items must be attached to demonstrate conformity.
• A valid ISO 9001:2015 quality management certification is mandatory, issued to either the bidding company or the end manufacturer. Note: This certifies that the supplier's production or quality control processes meet internationally recognized standards for consistency and defect prevention.
• Failure to complete the technical schedule or provide the catalogue results in zero points for this criterion.

Skills & Compliance Requirements

No specialized trade or installation skills are required. Instead, success depends on administrative capability, regulatory compliance, and accurate quotation preparation. Bidders must demonstrate proficiency in the following areas:

• Documentation & Verification: Provision of a valid SARS PIN, CSD Supplier Number, up-to-date municipal rates and taxes statement, CIPC registration documents, and certified IDs of all directors and shareholders.
• Municipal Bid Forms (MBD): Completion of standard South African public procurement forms. Note: MBD 4 covers conflict-of-interest declarations; MBD 6.1 claims preference points; MBD 8 declares past supply chain misconduct; MBD 9 certifies independent pricing to prevent bid-rigging.
• B-BBEE Compliance: Submission of a valid B-BBEE certificate or sworn affidavit (not older than three months). Points are allocated using an 80/20 procurement model, where 20 points are reserved for specific ownership goals: enterprises owned by black women (≥30%), black individuals (≥51%), black youth (≥51%), and Exempt Micro Enterprises (EMEs). Note: The 80/20 system means 80 points are scored on price competitiveness, while 20 points reward transformation targets.
• Evaluation Threshold: A minimum score of 80% on the first-stage technical evaluation is required to advance to price and preference scoring.
