Objectives

The primary objective of this tender is to procure and deliver a Partial Discharge Tester that meets specified technical and operational requirements. The goal is to enhance the capability of City Power to detect, analyze, and monitor partial discharges in electrical equipment, ensuring improved maintenance, fault detection, and asset management.

Scope

The scope includes the supply, delivery, and provision of technical documentation and support for the Partial Discharge Tester. The equipment must be compliant with the detailed specifications provided, including data storage, connectivity, embedded software functions, environmental resilience, and physical characteristics. The scope also encompasses warranty provision and after-sales support.

Technical Requirements

• The system must be a handheld acoustic imaging device capable of detecting and visualizing high-frequency sound emissions related to partial discharges in medium and high voltage electrical equipment.
• Support rapid fault localization in industrial and utility environments.
• Support storage of images and video recordings.
• Include integrated diagnostic modes such as fault detection/classification, severity indication, leak size estimation, energy loss estimation, bearing fault detection, trend analysis, asset tagging, and reporting capabilities.
• Support connectivity features for data transfer and asset management.
• Power supply specifications suitable for field operations.
• Environmental resilience to operate effectively under specified environmental conditions.
• The equipment must be supplied with necessary accessories, including protective cases, chargers, and calibration tools.

Skills Requirements

Proposed suppliers must demonstrate:

• Provision of a detailed product datasheet or catalogue, including model and technical features.
• Provision of a signed letter confirming after-sales support from the manufacturer.
• Proof of a minimum of 24 months warranty coverage.
• Compliance with all evaluation criteria, including submission of valid SARS and BBBEE certificates, completed MBD forms, municipal rates and taxes statements, CIPC documents, and certified ID copies of shareholders and directors.
• Ability to provide technical support, training, and maintenance services post-delivery.
• Demonstrated experience in supplying similar equipment and adherence to technical specifications.
