Objectives

The primary objective of this tender is to secure the supply and professional installation of three (3) Gorman Rupp Rotating Assembly Aquadene 1 units for the City of uMhlathuze. The contract aims to restore or maintain critical water pumping infrastructure by delivering genuine rotating assemblies and ensuring their correct integration into existing systems.

Scope of Work

The successful bidder will be responsible for:

• Supplying three (3) new Gorman Rupp Rotating Assembly Aquadene 1 units.
• Performing complete installation of the assemblies at the municipality's designated delivery address.
• Providing all necessary labour, specialised tools, and technical expertise required for safe and compliant installation.
• Adhering to strict pricing protocols: quotations must list unit prices excluding VAT, with the grand total adjusted for statutory levies (VAT, customs, and excise). Any manual alterations or price corrections must be physically signed by the bidder; unsigned modifications will result in immediate disqualification.

Technical Requirements

• Product Specification: Gorman Rupp Rotating Assembly Aquadene 1.
• Quantity: 3 units.
• Quality & Authenticity: Equipment must be original manufacturer specifications. Bidders must provide traceable purchase orders proving prior experience installing Gorman Rupp Drive units or equivalent rotating assemblies.
• Documentation Compliance: Submission of a complete administrative package is mandatory, including tax clearance certificates, CSD verification reports, trade certificates, and a contractor SHE (Safety, Health, and Environment) Risk Management file.

Skills & Qualification Requirements

• CIDB Registration: Minimum contractor grading of 1ME (Mechanical/Electrical Engineering).
• Trade Certification: Valid Trade Test Certificates for both Fitter and Electrician personnel who will execute the installation.
• Regulatory Compliance: Active registration with the Central Suppliers Database (CSD), valid Tax Clearance Certificate, Letter of Good Standing from the Compensation Fund, and registration on the Municipal Supplier Database.
• Governance Declarations: Completed MBD 4 (Declaration of Interest), MBD 8 (Past Supply Chain Management Practices), and MBD 9 (Independent Bid Determination) forms confirming no conflicts of interest, no history of corruption/defaults, and independent bidding.
• Preferential Procurement: Submission of the 80:20 Preferential Points Claim Form with certified proof for claimed socio-economic advantages (e.g., black ownership, youth/women/disabled representation, or rural/township residency).

• CSD (Central Suppliers Database): A mandatory national government portal where all suppliers must register to conduct business with any South African public entity. Registration status is automatically verified during bid evaluation.
• CIDB 1ME Grading: Refers to the Construction Industry Development Board contractor classification system. Grade 1 is the entry-level tier for mechanical and electrical engineering works. Although it represents the lowest grading band, it is strictly enforced as a non-negotiable minimum threshold for this project.
• MBD Forms: Standardised municipal bid documents. MBD 4 discloses relationships with evaluating officials, MBD 8 verifies clean procurement history, and MBD 9 legally binds the bidder to anti-collusion and independent bidding principles.
• 80:20 Preferential Procurement System: A South African procurement framework where up to 20% of evaluation points are allocated based on transformation goals (demographic ownership and representation) rather than price alone. Bidders must attach verifiable proof for every point claimed, or zero points will be awarded.
